Summary of the work We wish to subscribe ideally to an existing portal of contracts awarded, based on open source data published by councils under the Transparency Code Expected Contract Length Annual subscription preferred Latest start date Saturday 30 March 2019 Budget Range Annual budget is maximum £10,000 Why the Work is Being Done To support our Strategic Supplier Relationship work on behalf of councils Problem to Be Solved Identification of contracts awarded based on Transparency Code information on a national basis. This should be at least for councils, but wider public sector information would be helpful Who Are the Users Colleagues in the LGA will be the users. We need to interrogate a database of all contracts awarded by councils for information as to which suppliers are working with which councils Early Market Engagement The information I need is provided as open source, any provider should be able to gather this information. I am looking to see which suppliers can provide this information Work Already Done None, I currently use a similar database to access information on invoices paid but this does not include contracts awarded Existing Team Productivity Team within LGA, others in the organisation may be interested also Current Phase Not applicable Skills & Experience Data gathering and processing skills Work Location Our office is based in London, but we will require access to an online database that can be viewed from anywhere Working Arrangments We will need access to customer services/helpdesk Security Clearance Not applicable No. of Suppliers to Evaluate 3 Proposal Criteria • Technical Solution • How the solution meets our needs • Value for money Cultural Fit Criteria Provide problem solving capability with a can do attitude Payment Approach Fixed price Evaluation Weighting Technical competence 75% Cultural fit 5% Price 20% Questions from Suppliers 1. Are the open sourced data sources mentioned in a uniform or common format/structure? Under the Transparency Code https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/408386/150227_PUBLICATION_Final_LGTC_2015.pdf councils must publish details of contracts awarded over £5000 on a quarterly basis. LGA published some guidance and schemas to help councils to publish in a common format but this is guidance only and not mandated. See https://www.local.gov.uk/sites/default/files/documents/publishing-spending-and-p-485.pdf 2. Do you have examples/URLs of the data sources. You can find the information on each council's website. The search term 'transparency' often works well. For example this is from the Westminster City Council websitehttps://www.westminster.gov.uk/spending-procurement-and-data-transparency 3. Do you have any client/user side requirements/constraints regarding accessing/using the end solution? The data will need to be accessible via a web portal of some kind and updated regularly 4. Additional information for question 2 Under the Public Contracts Regulations 2015 the public sector is also required to publish details of contracts awarded on a portal called Contracts Finder https://www.contractsfinder.service.gov.uk/Search and anything over the OJEU threshold (around £160,000 for a service contract) needs to be notified to the EU Publications office who publish the information on a portal called TED https://ted.europa.eu/TED/search/search.do These are good sources of information about contracts awarded
