Urgent Primary Medical Care PDPS re-opening (Round 2) for Essex CCGs

The Contracting Authorities (hereinafter referred to as “the Authority”) for this procurement are: Basildon and Brentwood Clinical Commissioning Group, Castle Point & Rochford Clinical Commissioning Group, Mid Essex Clinical Commissioning Group, North East Essex Clinical Commissioning Group, Southend Clinical Commissioning Group, Thurrock Clinical Commissioning Group, West Essex Clinical Commissioning Group. The Authority is re-opening the Pan Essex Urgent Primary Medical Care Pseudo Dynamic Purchasing System (PDPS) on 1st April 2022. This is in accordance with the Contract Notice (2019/S 173-422411) published in Tenders Electronic Daily on 9th September 2019 and amended via corrigendum on 2022/S 000-003073 on 2nd February 2022. SQ responses must be fully completed and submitted via the Bravo Portal https://attain.bravosolution.co.uk by no later than 12:00 Noon on 11th May 2022. The Authority has put in place this PDPS to cover the circumstances that may arise that require an Urgent Primary Medical Care Services contract where, due to the time limitations, the Authority opts not to undertake an individual procurement process. (This is sometimes also referred to as a Primary Medical Care ‘Parachute’ or ‘Caretaking’ service or ‘Emergency Cover’.) Under this PDPS the Authority may look to award a Call-Off Contract of between a minimum of 3 and maximum 12 months to a provider who has been pre-approved and gained entry onto the Approved Provider List. The headline mechanisms for undertaking a Call Off Procedure under this PDPS are set out later in the procurement pack and will be detailed within each Call-Off Competition. The scope of the Services are in accordance with NHS England Standard General Medical Services regulations and / or Alternative Provider Medical Services directions (whichever being relevant at the time of award of a Call Off Contract) and having full regard to the NHS England Primary Medical Care Policy and Guidance Manual (PGM).
