Description
The London Borough of Camden (‘the Council’ leading in this procurement) and their potential partners LB of Islington and City of London Corporation are seeking to award a framework contract for the Supply of Private Hire, Taxi and Attendant Services. This tender is divided into seven (7) lots. Suppliers may bid on one or all lots or any number in between. The Framework Agreement will be created for a contract term of four years for an estimated aggregate total value of £30,500,000 (of which £18,000,000 will be contributed by Camden, £12,000,000 by Islington and £500,000 by City of London). Taxi and Attendant Services, which includes ambulance transportation and ad hoc services, are necessary for passengers who have complex needs and who require individual travel arrangements. Those arrangements may also include passenger attendants that travel with them to ensure that the service users’ needs are fully met, and that levels of safety and security are maintained during each journey. Lot 1: Taxi and Attendant Services (including Saloon and MPV) These vehicles will be 9 seats and including driver and be operated under a Private Hire Licence. Lot 2: Taxi and Attendant Services (including Saloon and MPV Wheelchair accessible) These vehicles will be 9 seats and under including driver and be operated under a Private Hire Licence. These vehicles will be wheelchair Accessible. There will be a second member staff on board to assist any passengers Lot 3: Minibuses These are vehicles will be over 9 seats including driver, and will be operated on a Public Services Vehicle Operators Licence Lot 4: Minibuses with attendant (Wheelchair accesible) These are vehicles will be over 9 seats including driver, and will be operated on a Public Services Vehicle Operators Licence. These vehicles will be Wheelchair Accessible. There will be a second member staff on board to assist any passengers Lot 5: Ambulance Transportation • Standard Model – this is a 2 person crew ambulance where the passenger / patient is up to 18 stone. • Bariatric Model – this requires up to a 4-person crew where the passenger / patient is up to 25 stone. This may also include an automated stair climber. Lot 6: Ad-hoc Services These vehicles will be 9 seats and under including driver and be operated under a Private Hire Licence. These vehicles may be wheelchair Accessible, and there may need to be a second member staff on board to assist any passengers. These will be either one off journeys, or temporary journeys require up to 3 months Lot 7: Non-recurrent Transport Services Provision of transport services for Council Officers of Camden and, potentially, Islington and City of London Corporations who travel to various locations, in and outside of their boroughs. The non-recurrent transport services covered under Lot 7 of the Framework Agreement is used for council related business journeys where public transport is not considered to be a suitable option. This is s single supplier lot. The service is predominantly used by Social Workers dealing in case work involving highly sensitive situations of which the use of taxi services is considered to be a necessity and the use of alternative methods of public transport would not be appropriate.
