Kingston upon Hull City Council (the Authority) is conducting the procurement using the Competitive Procedure with Negotiation (CPN) (light touch regime) in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) for the purpose of procuring the services described in the specification (services). Smoking remains the single largest cause of preventable death and one of the largest causes of health inequalities in England. There are estimated to be between 47 000 - 62 200 adult smokers in Hull with more than 40 people dying each month in the City from smoking related illness which could have been prevented. Lot 2:Marketing and Communications The overarching aims of this service will be to provide media and communication campaigns across Hull to support the ambitions of Hull Alliance on Tobacco (HALT) to reduce smoking prevalence across the city, working in partnership with the CCG, Smokefree Hull and Smokefree NHS partners to motivate and increase population level quit attempts. Current model 2015-2019 The current specialist stop smoking service is provided by City Health Care Partnership CIC and is made up of 3 elements: — specialist stop smoking support, — pharmacotherapies, — marketing. In 2017-18 (year 3 of the contract) the service achieved the below performance indicators (it should be noted that Smokefree Hull has benefited from a re-investment of pharmacotherapies underspend from previous years that was utilised to achieve additional quits. Also additional funding was granted to Hull from the NHS to target smokers in pregnancy which facilitated additional training across the maternity system): — achieved 1,252 individuals achieving a 4 week quit, — achieved 911 individual quits from key target groups, — trained 744 people in brief intervention, — quit dates set by ward. Ward set quit date: Bransholme East Ward 87 Bransholme West Ward 51 Marfleet Ward 307 Myton Ward 137 Newington Ward 79 Orchard Park and Greenwood Ward 158 Southcoates East Ward 49 St Andrews Ward 77 Total quits from priority wards 644: — supported 38 women to quit smoking during pregnancy, — supported 30 ‘significant others’ of pregnant women to quit smoking, — achieved 266 quits from people with chronic obstructive pulmonary disease (COPD) illness, — achieved 117 quits from people with Coronary Heart Disease (CHD), — trained 41 level 2/ intermediate advisers, — supported 8 smokers to quit via digital support. Performance in relation to successful quitters from across Hull per 100 000 against the England average shows encouraging improvements: 2016-17 2017-18 Number of successful quits per 100 000-Hull 2,111 2,349 Number of successful quits per 100 000-England 2,248 2,081 The current service operates mainly in priority wards in primary care and community settings and operates a drop in at Hull Royal Infirmary. The offer is a mix of open access and appointments. For priority groups the service does provide home visits such as for pregnant women and people with COPD. Performance indicators for the new service model have been based on national average costs per quit and past service performance. The majority of quits (minimum of 90 %) will come from target populations, this is to ensure that specialist services are targeted at those most in need/suffering greatest health inequalities.
