The Northern Ireland Prison Service. NIPS. is an executive agency of the Department of Justice. DOJ. The NIPS is responsible for providing prison services in Northern Ireland. Its main statutory duties are set out in the Prison Act. Northern Ireland. 1953 and rules made under the Act. The COMPASS system delivers the HR, Payroll and Rostering service for NIPS. The current system version is SAP ECC6 Ehp5 and is hosted on the IT Assist Confidential. ITAC. Network. The system needs to be maintained and upgraded in line with Northern Ireland Civil Service.
