The Youth Hub provides a positive, dedicated space for young people threatened with homelessness to get comprehensive early advice. For 16 /17 year olds facing a housing crisis - the Hub provides access to social workers, housing advisors and support staff, all within the same space. The services being procured are Schedule 3 services and as such this process will be conducted in line with Section 7 of the Public Contract Regulations 2015. Specifically, the Council will be using a two-stage process. The first stage of this process will be an expression of interest, advertised via publication of this Prior Information Notice as allowed by Regulation 75(1)(b) of the Public Contract Regulations 2015. As per regulation 75(1)(b)(iv) this contract will be awarded without further publication and therefore interested economic operators should express their interest in writing, should they wish to be considered. Providers are requested to complete the selection questionnaire and expression of interest template and return via ProContract before the deadline. Only providers who have submitted an expression of interest by the deadline will be considered. Late submissions will be rejected. Further information can be found at “Appendix 1 – Expression of Interest criteria”. Should only one provider respond to the expression of interest, the council reserves the right to directly award the contract to that compliant provider. Should more than one provider respond to the expression of interest, but only a single provider demonstrate compliance to the requirements, as detailed in “Appendix 1 – Expression of Interest criteria”, the council reserves the right to directly award the contract to that compliant provider. Should multiple compliant providers submit an expression of interest, the Council will proceed to a second stage whereby providers will be asked to complete quality, social value & pricing responses. The details of the second stage will be published in a separate tender pack and provided to all participants who qualify for stage 2.
