Summary of the work DWP are transforming the journey that citizens who have a disability or health condition access support. We are looking for support to develop and deliver packages of work to build our digital product set that will improve claimant journeys. Suppliers will work with our teams, delivering outcomes across our services. Expected Contract Length Initial term 12 months; extension term up to an additional 24 months, subject to governance Latest start date Monday 11 January 2021 Budget Range The budget is up to a maximum ceiling value of £4.7m including VAT. This is not a commitment to spend up to this value and the Authority reserves the right to consume at its discretion. The intended contract will be treated as an outcome based service solution and therefore out of scope on an IR35 assessment. Why the Work is Being Done DWP are transforming the claimant experience of Health and Disability related services. Our objective is to transform the digital journey for citizens with a disability or health condition through providing clear information, linking many new and existing systems to allow more consistent and responsive provision of services over the web and better claimant outcomes. Problem to Be Solved DWP are transforming the way in which citizens experience our services and ensure they get the support they need. Our aim is to provide simple, responsive services and make timely, accurate and understandable decisions that help people get the right support for them. Specifically, suppliers will help define and deliver a number of agreed packages of work across our services, working within the strategy and high level service design set by DWP. Suppliers will work with our teams to deliver outcomes and products utilising agile development practices that meet our citizen and agent needs to; • Signpost citizens to find the right service for them to apply for the support they need. • Design, build and implement a claimant focused service for health assessments. • Reduce the burden on citizens by gathering and using information more effectively. • Improve the transparency in the services administered by DWP. • Maximise straight through processing and automate business processes focusing on value add activities. Who Are the Users The Department for Work and Pensions is responsible for welfare, pensions and child maintenance policy. Our products and services are used every day by citizens. Our citizens need to be able to access and understand what help and support can be provided and enable a simple responsive service. They need to be able to find the right service, progress their claims, and provide a minimum amount of information for DWP to make timely decisions that are easily understood. Existing Team DWP operates in a multi-disciplinary environment for digital solutions. Teams consist of various digital agile roles with a combination of permanent and external supplier resources. Preferred bidders will be required to collaborate across multiple teams and multiple disciplines. Current Phase Beta Skills & Experience • Demonstrate experience of outcome based delivery utilising the full range of agile role disciplines e.g. Product Management, Business Analyst, Content/Interaction Design, software, infrastructure and data engineering within large/complex programmes. • The roles should have a mix of skill levels based on the Digital, Data and Technology Profession Capability Framework. Skills should be a minimum of 3 years experience. • Demonstrate ability to supply technical/data elements for outcome based delivery with skills in DevOps with experience in AWS/Azure cloud infrastructure, CI/CD (Gitlab, Jenkins, Docker). • Demonstrate ability to supply technical/data elements for outcome based delivery with experience of Solution Architecture with a breadth of understanding across a range of technical domains including, Microservices/event driven architecture. • Demonstrate ability to supply technical/data elements for outcome based delivery with skills in Software Engineering (full stack and or front/back), HTML5 and associated front end frameworks, Java, JavaScript, API Gateways. • Demonstrate ability to supply technical/data elements for outcome based delivery with skills in Test Automation/performance and associated frameworks i.e. Selenium, Cucumber, JMeter. • Demonstrate ability to supply Product Management elements for outcome based delivery with skills in delivering product/services that meet user needs and delivers value, feature prioritisation and stakeholder engagement. • Demonstrate ability to supply Product Design elements for outcome based delivery with skills in Business Analysis including process modelling and requirements/gap analysis. • Demonstrate ability to supply Product Design elements for outcome based delivery with skills in user-centred content design-understanding user needs and designing content around those needs. • Demonstrate ability to supply Product Design elements for outcome based delivery with skills in interaction design, understanding user journeys and use prototypes to deliver services and products. • Demonstrate ability to supply Product Design elements with skills in user research, including planning, designing and carrying out research activities to develop an understanding of the citizen/user needs. • Demonstrate ability to supply Delivery elements for outcome based delivery with skills in end to end delivery management using agile values and practices, coaching and development of teams. • Demonstrate ability to supply Delivery elements for outcome based delivery with experience of practical utilisation of agile methodologies (Kanban/Scrum) and metrics driven delivery. • Demonstrate experience of developing and implementing outcomes that meet accessibility requirements - WCAG 2.1 AA • Demonstrate experience of utilising and implementing Government Digital Service Design Standards (GDS) within outcome based delivery including taking products and services through internal and external GDS assessments. Nice to Haves • Demonstrate experience of working within DWP or a comparable organisation (in terms of size and complexity - public or private sector within the last 3-5 years). • Understanding of latest data science techniques to help drive better decisions. Work Location National coverage may be required, although it is likely to be focused activity in northern based hubs across Newcastle, Blackpool and Leeds. However, at-the-time of-writing, government measures to reduce covid-19 are in operation and as-such, work should be done remotely and in observance of social distancing and shielding guidance. DWP will continue to observe all government advice in the coming months aimed at reducing the spread of the disease. Working Arrangments Currently with Covid19 until the foreseeable future all activity is likely to be remote. If there is a need in the future for co-location, it will be in the specific hubs outlined with a view to a minimum of 80% '9-5' Monday - Friday. Would Google Cloud Platform be an option for a delivery infrastructure for this project? No. Infrastructure has already been created and is hosted on AWS. Successfull bidder will build any solutions to problems using the DWP infrastructure on AWS and if data related on Azure. 2. Is there an incumbent supplier? If so who is it? No, this is a first generation contract for this piece of work. 3. Please can you confirm if the max budget of £4.7m (ex VAT) is for 12 months or 24 months. 12 months. 4. In the page wording, the term "suppliers" is used a few times. Please can you confirm if you are looking to contract a single delivery supplier or multiple suppliers (e.g. like a mini-delivery framework)? The contract will be awarded to a single supplier. 5. Can you please confirm if the maximum ceiling value of £4.7m covers 12 months or 24 months? 12 months. 6. Is this opportunity to be delivered by a single supplier, or could multiple suppliers provide aspects of it. The contract will be awarded to a single supplier. 7. The current phase is listed as "Beta", please could you confirm which suppliers were involved during the Alpha stage? The previous alpha stage was a significantly insourced activity and Departmental staff carried out much of the work. This matured the programme and allowed us to move into the beta phase and this subsequent competition. 8. Is there an incumbent supplier for this requirement or a supplier who performs a similar function for DWP? This is a first generation contract for HTP. 9. The guidelines are that each essential skill needs to be answered with a case study demonstrating the suppliers experience, the question "•The roles should have a mix of skill levels based on the Digital, Data and Technology Profession Capability Framework. Skills should be a minimum of 3 years experience." does not lend itself to that style of response. How would you like suppliers to respond to this particular question? Essentially we are looking for suppliers to provide skilled capability with the range of roles outlined in the framework i.e Product Manger, Delivery Manager, Software developer etc. Our expecations is that any individual would be at least working level i.e. at least 3 years experience in that role. We require a skill mix to ensure teams or work packages are not soley staffed with inexperienced people. Evidence that suppliers have the existing capability in these areas or the ability to source will be sufficent. 10. You ask for experience of GDS Service Design Standards and GDS Assessments. Will you accept Scottish Government Digital First Service Standards and Assessments as an equivalent? Yes, we will accept Scottish Government Digital First Service Standards and Assessments as an equivalent to GDS. 11. How will you carry the pricing aspects of the evaluation at the next stage? Will you be looking for a total price for a specific solution or a rate card? Pricing is only relevant to the 2nd stage invitation to tender and not required for the 1st stage which you are bidding for now. It has not yet been confirmed exactly how the pricing evaluation will be carried out, but is likely to include a proposal, inclusive of a rate card, against a statement of work. 12. You refer to co-location at your hubs in Newcastle, Leeds and Blackpool. Presumably your teams collaborate between your hubs and are not always co-located. Is access and ability to co-locate at any one of these hubs sufficient or will it be necessary to co-locate at all three locations full time, should we reach a point where your hubs are open for business as usual? Where possible, we have teams co-located in a single location i.e. all individuals in that team work from the same site. We try to avoid roles within a team working in a different location so collaboration is maximised. Although teams do collaborate with teams across different sites. We are asking suppliers to co-locate at one of the three hubs with the potential to place teams or a work package in any of these locations. If a work package/outcome is based in Blackpool, those people assigned will need to be based in Blackpool full time (minimum 4 out of 5 days). 13. dear all, is there a tender document (ITT) or background memo available for this interesting opportunity by any chance. There are no further documents or information for this particular stage. If you progress to the 2nd stage further information in the form of an ITT will be provided. 14. Please clarify whether data migration will be an aspect of work required under this contract? The only requirements at this stage of the evaluation process are those listed on the digital marketplace. Anything further will be revealed at the appropriate point in the 2nd stage of the competition. 15. Is essential skill 2 a follow-on from number 1, i.e. do DWP want a single response of 200-words?For the "Demonstrate ability to supply (technical/data elements for outcome based delivery with skills in) …" type questions, do DWP mean give an example of, OR do they mean where we've provided resource augmentation to do that kind of work? Each essential criteria is 100 words in length. Some of the criteria are follow on and you may use the same examples should you wish, but it must relate to the specific part of the requirement. The "Demonstrate" type questions are aimed at providing an example where you have provided these type of roles in an outcome based engagement." 16. Is DWP open to off-shore resources for work requiring minimal security clearance as no specific location has been stated ? No, DWP will not be able to support off-shore resources as suppliers will need to work on our infrastructure using DWP hardware and kit. This cannot be done from offshore. 17. Is there a minimum squad size or minimum number of resources required for day one of the contract? DWP are looking for support to deliver outcomes against a minimum of two problems that will be outlined for commencing on day 1. Historically, problems have been solved by a single squad. Squad size can be determined by the supplier given the outcome they are being asked to achieve. 18. Ref: 'nice to have' requirement – "Understanding of latest data science techniques to help drive better decisions. Is this expected to be answered within the context of a client case study or are you looking for a point of view on the latest and upcoming techniques? This can be answered in the context of relevant and recent experience of latest data science techniques which may include reference to a client case study. 19. Your questions ask for the "ability to supply elements for outcome based delivery with skills in..." Are we correct to assume that 'elements' equates to personnel and that you're requesting evidence that a supplier has the personnel with the correct skills and experience to deliver on that element of the service, such as DevOps or Product Management? For question: 'Understanding of latest data science techniques to help drive better decisions.', the statement is very broad. What data science techniques is DWP looking for? What capability does DWP want to achieve using data science techniques? Any specific technology or methods? Anything specific to Azure cloud? We are looking for expertise in open–source technologies /Python/SQL/R programming. Dealing with complex unstructured data using a range of coding practices to build scalable data products for a range of users within a technology context (e.g. big data, unstructured, cloud). Developing rapid prototypes of data-driven tools, hypothesis testing with stakeholders and end users, and developing machine learning models. Disseminating data-driven insights and recommendations to both technical and non-technical stakeholders, exploiting interactive visualisation techniques. Demonstrating understanding of the ethical considerations of potential data science approaches (e.g unintended biases), and the legislation applicable in this area, i.e. GDPR, DPA etc. 22. Please can you clarify if DWP mean people by 'elements'? DWP are looking for support to deliver outcomes against a set of problem statements. We are looking for evidence that a supplier can provide the correct roles/capability and experience to deliver the required outcomes. Where DWP requests "elements" (e.g. product design and delivery elements), is this referring to people (i.e. product designers and delivery management capability)? DWP are looking for support to deliver outcomes against a set of problem statements. For the Essential criteria "Demonstrate ability to supply technical/data elements for outcome based delivery with skills in Test Automation/performance and associated frameworks i.e. Selenium, Cucumber, JMeter."Could the Authority confirm whether you require any other testing services apart from Automation and Performance testing? We are looking for capability to deliver outcomes. Our assumption is that any solution built to solve that problem will require test engineering capability. This would ensure that code is of the highest standard and testing can be fully automated through pipelines meaning regular and consistent checks on code. We are not asking suppliers to provide any other test capability other than ensuring quality/performance of the code that is produced for a problem. 25. Please could you clarify the use of cloud services and which aspects of service will operate on AWS cloud versus Azure cloud? Initial workpackages will be AWS focused. CI/CD pipelines and all environments will be provided by DWP. Outcomes will be based on suppliers developing on top of DWP infrastructure. Skilled capability especially in the DevOps space for development through to test is required on AWS. 26. Please could you clarify the intent around "supply technical/data elements" and whether this relates to supplying technical resource, expertise or a solution. DWP are looking for support to deliver outcomes against a set of problem statements. We are looking for evidence that a supplier can provide the correct roles/capability and experience to deliver the required outcomes. Please can you confirm if there is an existing developed solution that will be extended as part of this work or whether this is build of a new solution. Problems will be provided to suppliers to solve. These may include new problems where solutions do not yet exist or to extend/iterate solutions based on user feedback/new design patterns. 28. Regarding the ‘Security Clearance’ section – do you require specific BPSS certification for each employee or will you accept equivalent standards? What higher clearances do you anticipate requiring? BPSS certification will be required for each employee. We do not anticipate needing anything higher the BPSS, but SC will be the highest if needed. We will work with suppliers if SC clearance is required at any point. 29. In the section regarding ‘Existing Team’, you mention that the ‘the teams consist of various digital agile roles with a combination of permanent and external supplier resources’ – can you please clarify the composition of the external supplier resources? What roles are supplied by external resources? Are you able to name those external resources? Our current delviery consists of an hybrid model of resources and services sourced from a variety of government frameworks . 30. Regarding the essential criterion ‘The roles should have a mix of skill levels based on the Digital, Data and Technology Profession Capability Framework. Skills should be a minimum of 3 years experience’ – are you asking our proposed structure for this project or our history/capability providing these roles? We are looking at end to end transformation to provide the best service for citizens and taxpayers. 37. 1. The “about” section states “DWP are transforming the claimant experience of Health and Disability related services” how many services are in scope, and what are they?2. Is the objective more tactical e.g., building a website, or more strategic e.g., rethinking how disability support fundamentally works?3. How does this fit into existing service transformation? "1 - The successful bidder will be provided details of the work packages that they will be engaged for.2 - This is a strategic transformation and any successful bidder will play a role in helping to deliver that vision, but not necessarily shape it.3 - It is part of our strategic transformation." 38. Will the scores from the evidencing round be taken through to final evaluation? Or will they only be used for the purposes of shortlisting suppliers? Stage 1 and stage 2 scoring will be separate. 39. Will you be providing a full time Product Owner to this project? Yes, DWP will provide the strategic direction for product. However, suppliers will be expected to own problems and priorities within the outcome defined. 40. What roles are you expecting suppliers to provide? As there is a duration and budget specified, can we assume work has been limited and prioritised? This engagement (subject to DoS rules) is timebound and has a defined budget. 43. Are you able to recruit and provide access to users for the purpose of user research? As a supplier, you will be expected to conduct and source users for research. However, where applicable and for cost/efficency, there maybe opportunities to collaborate with DWP teams where similar research is being conducted and share/exploit recruitment. 44. What roles are you expecting to provide and will these all be full time? DWP are looking for support to deliver outcomes against a set of problem statements. We are looking for evidence that a supplier can provide the correct roles/capability and experience to deliver the required outcomes. The supplier may determine that particular roles can be merged or not needed, but for this exercise, you need to be able to demonstrate you are able to provide capability in the skills outlined. 45. Do you either require or prefer that public sector examples are cited rather than private sector examples? Or, if we have a relevant private sector example, will it be given equal consideration to a public sector example? We will base the example on its merits and does not need to be public sector based unless specified. 46. Will you be able to organise access to stakeholders throughout the project? DWP will provide details of key stakeholders but will expect the supplier to contact and continually manage them. 47. As per DOS guidelines 'You should only provide one example for each essential or nice-to-have requirement', are you only requesting one example per skills and experience question? Suppliers should provide one example relevant to each requirement. As per the DOS guidelines suppliers will not be scored higher / lower than any other other supplier because they provided more or less overall examples. 48. What are the expected procurement events and timeline? From evidence submission to first SoW being agreed. These will be communicated in more detail in the second stage for successful suppliers. However, it is anticipated onboarding and work will commence early January 2021. 49. For the first evaluation round (evidence), what would you expect to see from an answer for it to be deemed 'exceeding' and score 3 marks? For a score of 3 it would be expected the answer provided not only matched the exact requirement, but also provided additional relevant information needed to 'exceed' the requirement. 50. What is the expected process for developing the first and subsequent SoW/s for this contract? This will be communicated in more detail to the suppliers who are successful and proceed to stage 2. 51. Will the successful supplier be expected to work with other suppliers as part of this contract? If so, who? Our in house squads are augmented with individual resources that we source from a varity of frameworks. Any successful bidder will need to collaborate across a range of teams to deliver their specified outcomes. 52. Is the expectation that the suppliers will have responsibility for agreeing and delivering outcomes or will they be supplementing DWP managed teams? DWP are looking for support to deliver outcomes against a set of problem statements. What are the staffing timescale expectations from contract signature and work starting? As per DOS advert. 54. What is the anticipated team/resource pool size required? The resources required should be determined by the supplier to fulfil the needs communicated in the subsequent statements of work on an outcome/service basis. 55. If resources are required to locate at a single hub (post-COVID), will DWP cover expenses? Bids should anticipate their resources being located in or around a hub. DWP will not cover expenses. 56. Has DWP already developed the UX design elements of this program or is the requirement to provide skills to undertake this element too? Elements may cover – research, wireframing, design, ideation prototyping, A-B testing. UX design play a signifcant part of our transformation. There will be strategic direction and collaboration over any UX deisgns, but depending on the problem to be solved, it is anticipated the supplier will need to undertake research and protyping on their solutions. 57. The current phase is tagged as ‘Beta’; what did the Alpha phase consist of, and what is the roadmap for future phases? Will these be covered by separate tenders?
