Facing unprecedented times the CCG commissioned the increase of bed capacity in the community as an emergency response to Covid-19 to accommodate health and social care clients and patients. The hotel beds in a community care setting would support both discharge from acute hospitals and step up from primary care/community to avoid acute hospital admission if appropriate. Both pathways aimed to support primary care/community providers and create available bed capacity in acute hospitals to enable them to manage the anticipated surge in demand and activity anticipated from Covid-19. Under the Public Contracts Regulations 2015, the contracting authority considers Covid-19 to be a state of urgency that has been brought about by circumstances which a diligent contracting authority could not have foreseen. A response to the pandemic is therefore required in order to safeguard public health risks and risk to life by securing safe and continued service provision.
