Description

DFID Rwanda is currently implementing a programme of support to agriculture (POSA) in Rwanda, over 5 years from December 2014 — December 2019. Within this programme, a Technical Assistance Facility (TAF) will be established to provide additional expertise, knowledge and evidence that will both build capacity and provide policy and programming advice to the Rwanda Ministry of Agriculture and its associated implementing agencies. A service provider is required to design, manage and deliver the TAF. The TAF is part of the wider programme of DFID Support to Agriculture (PoSA). PoSA will provide support, through the World Bank's Agriculture Programme for Results, the delivery of the Government of Rwanda's latest Strategic Plan for the Transformation of Agriculture. It will do so through the delivery of five outputs: —Increasing the agro-processing of crops and livestock products by: increasing the proportion of food crop production that is processed and the proportion of farmers that are utilising agro-processing facilities for their food crops, and increasing finance lending for the agricultural sector. — Increasing resilience to climate variability and sustainably managing agricultural land by: increasing soil erosion control and small scale irrigation; strengthening sustainability and resilience strategies. — Improving capacity and developing systems to support inclusive and sustainable growth by: increasing the number of staff and use of evidence; improving the use of Management Information Systems; and establishing the Technical Assistance Facility (TAF). — Enhancing the supply and access to affordable and nutritious food by improving: the dietary diversity of households; production of bio-fortified food. Provision of quality agricultural support services that are responsive to the needs of men and women farmers by increasing: farmers' access to extension agents, the number of farmers benefiting from Farmer Field School groups, and the number of technology innovations introduced and adopted. A service provider is required to both design and manage the delivery of the TAF on behalf DFID Rwanda.
