Sefton Council delivers a variety of highway works, to maintain and improve the highway network in the borough through a number of annual service contracts. In order to maintain the existing service provided the Authority has procured new annual service contracts for the duration of 6 years, with a possible extension for a further four years dependent upon the performance of the provider. The highway maintenance works provided by the Authority have been allocated ‘Lot’ numbers relating to specific maintenance operations, as indicated: Lot 1 — Carriageway resurfacing works, Lot 2 — Road markings, Lot 3 — Highway weed control, Lot 4 — Signs, nameplates and guardrails, Lot 5 — Highway grounds maintenance, Lot 6 — Gully cleansing, Lot 7 — Not Taken Up, Lot 8 — Carriageway and footway surface dressing, Lot 9 — Highways and structures minor works, Lot 10 — Highway and footway maintenance, Lot 11 — Pumping Station maintenance. The work will be at separate sites described in the Scheme Specific Works Information, located anywhere within the Metropolitan Borough of Sefton. Anticipated works type to be undertaken under the proposed contract: — Carriageway Resurfacing; — Cold Planing; — Adjustment to Utility Company chamber covers and frames; — Replacement of Utility Company chamber covers and frames; — Mechanical Sweeping; — General footway and carriageway works including repair and construction; — Confined Space Entry; — Reinstatement of Road markings; — Implementation and Monitoring of all Traffic Management requirements; — Road Gully and Pipework Replacement. The Contractor shall Provide Road Markings and Studs throughout the Borough. When ordered by the Engineer the works shall comprise the supplying and laying of any material or combination of appropriate items in the price list. The ordering of the works may be on an ADHOC basis or as a schedule of works as per scheme specific specification. The service included within this Contract is for the elimination and removal of weed growth on adopted highways, back passageways (both adopted and un-adopted) and car parks within the Borough. In addition the spraying of surface water drainage areas adjacent to the Coastal Road, Southport is required. These works are within a Site of Special Scientific Interest. The purpose of this Contract is intended to appoint a Contractor to provide and erect Nameplates, Traffic Signs, and Guardrails throughout the borough of Sefton on a planned and ad hoc basis. This Contract will be for the provision of a grounds maintenance service for adopted highway land. In general this work comprises: — Maintenance of Grassed Areas; — Maintenance of Shrub beds (including perennials and evergreens); — Maintenance of Hedges; — Maintenance of Rose Beds; — Maintenance of Raised Planters. These items include for areas to be cleared of litter and other detritus. It does not include arboriculture works. This Contract is for the cleaning of gullies, linear drainage systems to highways, back passageways (without vehicular access), car parks and other sites within the Borough together with clearing of land drainage system trash screens. It includes an allowance for works to be undertaken at night to reduce traffic congestion within the Borough. It also includes for emergency call-out to assist with, for example, flooding incidents within the Borough during both normal working hours and out of normal working hours. The service will be at separate sites described in the Scheme Specific Service Information, located anywhere within the Metropolitan Borough of Sefton. Anticipated works type to be undertaken under the proposed contract: a. Supply and application of proprietary Surface Treatments in both footway and carriageway; b. Adjustment to Utility Company chamber covers and frames; c. Jet washing; d. Weed Spraying; e. Mechanical Sweeping; f. General footway and carriageway works including repair and construction; g. Confined Space Entry; h. Reinstatement of Road markings; i. Traffic Management. Anticipated works type to be undertaken under the proposed service contract: a. Local Safety and Accident Reduction schemes. b. Junction Improvement schemes. c. Cycle route infrastructure schemes. d. Bus Lanes and other Bus Priority Schemes. e. Site investigation — trial holes. f. Street lighting modifications and other associated highway electrical works. g. Surface treatment. h. General footway works including repair and construction. i. Minor soft landscaping works. j. Concrete Repairs to highway structures. k. Masonry Repairs to highway structures. l. Fabrication and erection of steelwork. m. Non-slip surfacing to highway structures. n. Protective coatings to steelwork. o. Safety fencing/parapet works. p. Bridge deck waterproofing. q. Confined Space Entry. r. Traffic Management. Anticipated works type to be undertaken under the proposed service contract: a. Footway Reconstruction Schemes. b. Carriageway Surfacing Schemes. c. Trial Pits within the highway boundary. d. Out of Hours Call Out: After 16:00 (Monday to Friday) and for the full 24-hour period on Saturdays, Sundays and Public Holidays the Authority operates a night security service. Any work required by the service, under this Contract, shall be issued verbally to the Contractors ‘call out team(s)’ who are required to attend site within 1 hour of the call being made. e. Assistance with Winter Gritting/Snow Clearance Operations. f. The repair or renewal of the existing highway and land drainage systems. g. The construction of new highway and land drainage systems. The repair or renewal of the existing highway and land drainage systems as required. Subject to the provisions of the Contract, the Pumping Station Maintenance works consist of undertaking the regular cyclic planned and reactive maintenance of thirty Sefton owned or operated installations including sewage, surface water and land drainage pumping stations, and a number of fountains within the locations referred to in the Specification, identified on the drawings and referred to in the appended Price List. The pumping stations are located throughout the borough of Sefton and include general drainage installations, schools, leisure facilities, markets and ornamental fountains. At some locations there may be more than one pumping station located within the site area. The maintenance contract also includes the provision of a 2 hours and 24 hours Reactive.
