Summary of the work HMPO requires a supplier to provide Product Management, Interaction Design (with some development skills), User Research, Content Design, Front and Back end Development and DevOps resources to work as part of an in-house team to deliver the Bulk Data Processing Tool. Expected Contract Length The initial contract length will be 12-18 months, with optional extensions available. Latest start date Monday 10 August 2020 Budget Range Up to £2m Why the Work is Being Done This work is part of HMPO digital transformation agenda to reduce reliance on third party suppliers and develop services in-house. The Bulk Data Processing Tool (BDPT) is a priority piece of work for HMPO that will enable HMPO to upload (from government organisations) and extract data types from and to its AWS data platform. There is a need to develop a user interface, supporting back end development and infrastructure to allow internal teams to undertake their daily work. HMPO requires the successful supplier to provide individuals that will work in collaboration with an in-house development team. The resource capability required: Product management, Interaction Design (with some Development Skills), User Research, Content Design, Front and Back end Development and DevOps. This resource will be required from discovery through to Public Beta. Problem to Be Solved HMPO would like to work with a delivery partner who can deliver products for internal teams and, complex digital, highly available end to end services. Currently, internal teams rely on a 3rd party supplier to provide a service and manual access to data which they provide to authorised parties. Once the contractual relationship with this supplier ends in 2021, internal teams won't be able to undertake this data sharing. As such, HMPO requires a supplier to work in collaboration with an in-house development team to deliver a product that will enable internal HMPO staff to upload and extract Lost and Stolen Passport, General Registry Office and British Offshore Territory data. The extracted data will then be utilised and shared with authorised internal and external organisations. The product/service will be hosted on an AWS cloud platform. Who Are the Users As a HMPO internal member of staff I need to upload, extract and manipulate Government Register Office and passport data types so that I can share this with external parties and upload it to HMPO main data store. Work Already Done Some initial desktop discovery work undertaken, however the project is at an early stage. Existing Team 1 x Tech Lead and 1 x Delivery Manager contracted resource in place. Suppliers will be asked to provide rates against these roles at the shortlisting stage, even though we do not envisage they will be required from the start of the contract. Current Phase Discovery Skills & Experience • Demonstrable evidence that the DevOps resources have the following experience: AWS, puppet, ELK, Authentication, Authorisation , Containers (Kubernetes), Docker and Jenkins. • Demonstrable evidence that the DevOps resources have the following experience: Terraform, helm (EBSA or IPT experience preferred), RDS, S3, Lambda, scripts/Python, pipelines , bitbucket, JIRA and Confluence • Demonstrable evidence that the development technical resources have the capability and experience of JavaScript, Node.js, HTML,CSS,Redis, Express,Nunjucks. • Demonstrable evidence that the development technical resources have the capability and experience of: Mocha,Sinon,Chai,Micro services (at scale) AWS,Docker,Containers (Kubernetes),Jenkins, pipelines in Jenkins,RDS (Postgres),S3,Lambda Authentication and bitbucket,JIRA, Confluence. • Demonstrate experience of agile product management and utilising appropriate tools and techniques • Demonstrate recent experience of delivering products and services successfully through discovery to public beta agile phases. • Demonstrating experience working with of a wide range of agile and lean frameworks, utilising tools and techniques • Demonstrate experience of providing services to manage and plan projects in a complex digital service programme environment to meet strategic objectives • Demonstrate experience of effective stakeholder engagement and facilitation to support decision making and ensure buy-in. • Demonstrate experience of supporting agile digital software development in large scale programmes in public sector environments through coaching, pairing and mentoring • Demonstrate experience of using service design to frame whole problems for users, for example by designing service blueprints, experience and user journey maps • Demonstrate experience of facilitating design thinking through workshops with users, senior leaders and other stakeholders to support transformation • Demonstrate experience of delivering user-centred interaction design, using code and to prototype responsive and accessible services that meet government service standards • Demonstrate experience of effective content design for services, creating content for digital and offline channels • Demonstrate experience of planning, carrying out and providing insight from user research, including usability testing, unmoderated user testing and accessibility/inclusive research • Demonstrate experience of creating and populating digital libraries, including capturing, cataloguing and organising knowledge assets and helping users easily present, locate and search for information Nice to Haves • Demonstrate experience of working with Government Departments to deliver software development or user cantered services • Demonstrate experience of working with Gov UK/GDS Standards • Demonstrate experience of working with ITIL processes • Demonstrate experience of working with a separate support organisation to resolve incidents and problems in live services Work Location HMPO, Globe House, London SW1V 1PN. Working from home during COVID 19 social distancing. Working Arrangments We expect the supplier to work collaboratively with the existing cross-functional team members to deliver the BDPT product. This will require a user centred delivery to meets the user needs. The team is needed for 5 days a week and is required to attend meetings using digital channels and face to face within an office environment once COVID 19 guidance allows this. Security Clearance Individuals must be cleared to SC level in order to work on this project. HMPO will sponsor SC clearance as required. Additional T&Cs At the go live for the Public Beta, BDPT will be delivered into the operational IT Service Management organisation. The supplier will be required to integrate with the appropriate support teams to ensure successful ongoing continuous delivery through the necessary change controls and ensure appropriate knowledge transfer of the delivered capabilities. They will also assist in Incident and Problem management with a more hands-on approach during a period of early life support and less so as the updates and enhancements show maturity. No. of Suppliers to Evaluate 3 Proposal Criteria • Previous experience of delivering a data sharing or similar service that has a user centred element to it, including lessons learnt for this project • How will you ensure that the resources embed themselves into the in-house team and deliver collaboratively • How will you ensure continuous use of agile methodology • How will you ensure that the resource produce to expected quality and testing standards • How will you manage and resolve under-performance of your supplied resource. Will consortium bids be allowed? Consortium bids are acceptable providing the primary contractor is a supplier on the DOS framework. 2. Will you accept bids by teams made up of independent contractors who have not worked together before? Tenders of this nature will be accepted providing the bid is submitted via a supplier that is on the DOS Framework Agreement. Bidders should however consider that this model may impact scores at stage 1 or 2, particularly where we are looking for collective experience. E.g. if only one of the individuals in the team has the necessary skills and experience we require, then you are highly unlikely to achieve full marks. 3. Is there an incumbent supplier providing services or consultancy to this work already? Other than a light desktop Discovery, this work has not yet commenced and therefore no 3rd party provider has been contracted to provide development or consultancy on this yet. 4. Are you able to provide a list of the day rate caps applicable to this tender? Can you provide guidance on how you will score the responses? Where you have asked for the supplier to demonstrate experience, how will you score ‘Met’ versus ‘Exceeded’? Will this be based on multiple examples, the complexity of the implementation or some other factor(s)? We are unable to specify in advance to bidders what exactly needs to be included in a response to score a 3 (exceeds requirement) as it it up to bidders to provide information that goes above and beyond our requirement. However, for most cases HMPO would be looking for suppliers to give detailed evidence of one complex example, rather than a high-level overview of several. 6. Having reviewed the questions, we wanted ask whether this opportunity would consider an alternative approach with alternative technology solutions that may provide a better or augmented outcome. We would consider the proposal however suppliers should be aware that HMPO and the Home Office have an agreed technology stack that is utilised for digital services and the preference for BDPT is to align to this agreed stack. 7. Can you please confirm how you will evaluate price at the proposal stage? The notice mentions that suppliers will be asked to provide rates for the Tech Lead and Delivery Manager roles even though it is envisaged that they will not be required at the beginning of the contract. Will these rates be part of the price evaluation and scoring? Bidders will be asked to submit a SFIA rate card for all the roles required (including Tech Lead and DM) and will be evaluated against rates submitted by other bidders. Bidders should ensure they provide rates that comply with the Home Office capped rates, as published in a previous question.Further guidance on submission and evaluation of pricing will be given at the shortlisting stage. 8. "Demonstrate recent experience of delivering products and services successfully through discovery to public beta agile phases."In the above essential skills and experience, could the Authority confirm if the "services" refer to an end-to-end service or technical service such as application development, UX design, architecture, etc. HMPO are looking for an example that shows the experience of a supplier delivering either a service (end to end), an application or feature from the phases of discovery through to Public Beta. It would be preferential that the example provided aligns to the work that the supplier would be expected to deliver for HMPO as part of this tender. 9. Do suppliers need evidence in delivering projects using each and every tool/technology mentioned in the list? Are you seeking certifications? Unless specifically requested in a question HMPO does not require certification, but rather we are seeking evidence that bidders have experience in the technologies listed. This should be evidenced by giving examples of work that has been performed in other organisations. 10. Are your capped day rates a hard limit? What is your attitude to a supplier that suggests that certain skills/experiences need to exceed these rates? The rates are a hard target. There may be exceptional circumstances where the BUYER identifies a requirement for a skillset beyond the SFIA description and on that rare occasion the target rate may be exceeded, but not significantly. HMPO would encourage bidders to ensure they can meet the day rates specified in order to avoid disqualification from the tender. 11. Who is on the evaluation panel? The evaluation panel consists of technical people who all have the necessary knowledge to evaluate supplier responses. HMPO are not in a position to specify the roles of the individuals at this time.
