Under the auspices of the European Maritime and Fisheries Fund the SFPA are intending to progress a number of control and compliance projects, based on specific work areas. Among the projects to be undertaken wil be the establishment of a national capacity to test engine power. Using the provision of EU Reg 404/2011 Art 42 as the basis of the programme SFPA intend to tender for the services of a qualified Service Provider to undertake a scoping project to validate engine power assessment systems in use in other Member States namely Germany, Netherlands, UK(SCO) and Denmark. US and Canadian Coastguard EP assessment systems may also be analysed on a correspondence/video conference basis. The contract for services will extend to devising a sampling methodology and undertaking of such a sampling program of physical power testing onboard the selected vessels. The contract for services will require recommendations for the purchase of an appropriate measurement tool or system to be used in the plan to physically measure selected vessels to verify maximum power output levels. This Request for Tender (RFT) issued by the SFPA invites a service provider to undertake the above described services. This contract for services involves the provision of expertise and support in the delivery of an EMFF funded project. Any personnel proposed by the service provider will at a minimum be a suitably qualified Marine Chief Engineer, with in date and valid certification in order to determine current professional status and competence, In particular, the service will require working as part of the SFPA Fisheries Control Unit with the specific goal to conduct the EU specified sampling programme to identify vessels or groups of vessels in the IRL national fleet who, following assessment, are deemed to have an operational profile that indicate the under or over declaration of propulsion engine power.
