Summary of the work Requirement for a supplier to deliver ICT digital refresh programme to customers across Northampton. The supplier will need to provide Technical specialist resource with the relevant experience in both end point management and infrastructure undertaking technical tasks required to deliver the programme. Weekly status reports will be required. Latest start date Monday 17 December 2018 Why the Work is Being Done Flexible resources required to achieve the ICT Corporate Capital programme outcome by the 31st March 2019 Problem to Be Solved Partner required to support the programme team with the following services: Supporting the programme outcomes Provision of subject matter expertise in the areas of - Digital network specialists Data migration Technical architecture design and deployment Who Are the Users Services are provided across Northampton. There is a requirement to deliver this programme with minimal disruption to services and with minimal reliance on 'out of hours' work. Early Market Engagement None to date. Work Already Done Outline business cases submitted to NHS England and approval given. Identification of assets in scope for this programme. Existing Team The programme will report into the NEL Digital Programme Lead. The successful supplier will need to engage with the below functions within NEL: Senior ICT Management Team Transformation Team Contracts and Resourcing Team Technical Services Operations Team Technical Services Support Team Programmes Team Current Phase Not applicable Skills & Experience • Have demonstrable Project Management experience • Have demonstrable experience delivering technical projects into Primary Care • Have demonstrable experience delivering projects • Experience in delivering multiple ICT projects concurrently • Communication & Presentation Skills • Detailed Reporting Skills • Ability to lead and manage projects, displaying initiative and an innovative approach where necessary • Excellent relationship management skills and experience of liaison with senior managers and clients • Ability to work in a fast pace and evolving environment • Network resources CCNA (Cisco Certified Network Associate) accredited Nice to Haves • Experience of working in the ICT commercial environment within the NHS • Microsoft Certified in Desktop speciality • 2 years working within the NHS Work Location The NEL base for this region is: Francis Crick House Summerhouse Road Moulton Park Northampton NN3 6BF Work on customer sites will be across Northampton Working Arrangments Whilst this opportunity is being offered as a managed service, it forms part of our ICT Service Improvement Programme therefore, it is vital that the successful suppliers staff work closely onsite with individual teams mentioned this will include face to face meetings, all expenses must be within the financial envelope. Can you provide further explanation on the work previously done e.g. what were the recommendations made in the business case, and who helped to develop the business case (purely internal or with external support)? The BC has been developed internally without external support. Local SME's have determined the current hardware in use is well below the minimum warraned specification therefore replacement of said equipment would be good value for money 2. Can you clarify the desired ICT Corporate Capital programme outcome, and therefore the nature of the activities to be undertaken by the flexible resources? What are the compelling reasons for the delivery of the ICT Corporate Capital programme outcome by 31st March 2019? The age of the failing hardware estate is dictating a quick delivery of the project; furthermore requirements to start work on new initiatives within the new financial year means it is preferrable to have a clean-slate of projects from the end of March 2019; however some contingency for the works is expected. 4. With regard to the subject matter expertise required, what is meant specifically by network specialist, data migration, and technical architecture? "HP Aruba switch installations will be required as part of this work. The specialist will need knowledge of configuring said switches to an enterprise-level configuration, as well as having experiencing of installing said devices within live working environements in GP surgeries.Data migration tasks include, but are not limited to, user profile migration from an old computer to a new compuer and working with thrid-party software providers to relocate locally installed databases on individual PCs from the old device to the new device." 5. Can you clarify budget range and contract length? "£325'000 - £334'900 Contract to 31st March 2019" 6. Across how many customer sites will the work be conducted? 92 physical sites 7. Is there an incumbent supplier? If so, is there a requirement to work with them, in any capacity? No incumbend supplier. There are internal teams (infrastructure, logistics, field support etc.) that the supplier will be expected to work with 8. Is this work outside of IR35? Supplier responsibility 9. Please can you outline the technologies being adopted in the digital transformation so that the right expertise can be identified. Knowledge of Windows 7 to Window 10 PC refresh and working in a Primary Care (GP) environment with exposure to bespoke clinical systems software. Active Directory troubleshooting. Peripheral device configuration (e.g. printers, clinical diagnostic) 10. Is it possible to have a market engagement / conference call to outline the programme and wider context in more detail? Due to timescales and potential number of applicants this will not be possible 11. What is the nature of the programme? (Eg is this is a digital refresh of desktop / network, or there a wider aspect being undertaken implement a new healthcare solution) Digital refresh of PC and network 12. What types of technology is being used, ie what technical skills will the architects require (beyond the CCNA requirement)? Contract shall be to 31st March 2019 13. "We note a date of March 2019 is mentioned, what is the scope/deliverable of the programme pre and post March 2019?" All works need to be complete before 31st March 2019 . The core metrics are: 1800 PCs and 160 network switches 14. "What data migration is required?" Data from individual users' PC prior to receiving new equipment and data from bespoke software locally installed on PCs 15. "What is the budget?" £325'000 - £334'900 16. What is the likely contract term? Contract shall be to 31st March 2019
