The youth service for Devon will primarily work with young people aged between 13-19 years (although this may flex dependant on local need for example if a particular geographic area may benefit from an open access session for young people aged 10-12 years). The age range may also be broader for some specific groups of young people for example targeted sessions with young people with learning disabilities up to the age of 25 years. The scope of the youth service for Devon is the provision of: — an open access offer based on open access via 8 youth centres and street-based provision, — outreach and targeted support for more vulnerable young people, — advice, guidance and support to voluntary and community groups across the county, — focussed support to young people at risk of permanent exclusion from mainstream education, — countywide youth and/or education service, — duke of Edinburgh award scheme (if eligibility criteria met) — (Option). The initial term for the contract will be 36 months. The term of the contract shall automatically extend at the end of the initial term for 24 months (‘Extended Term’), unless the authority gives written notice to the supplier, not later than 12 months before the end of the initial term, to terminate the contract at the end of the initial term. Unless terminated earlier in accordance with this clause, the contract shall terminate automatically without notice at the end of the extended term. To ensure continuity of service provision the successful provider(s) will be required to continue to operate out of the existing 8 youth hubs as the bases for open access youth work: 1) Georgies — 21 St George's Street, Barnstaple, EX32 7AU; 2) 100 Club — Wear Barton Road, Exeter, EX2 7EH; 3) Rushbrook Centre — Station Road, Totnes, TQ95HW; 4) The Hive – 61 Imperial Road, Exmouth, EX81AX; 5) Room 13 – St James Street, Okehampton, EX20 1DW; 6) Bideford YC — Kingsley Road, Bideford, EX39 2PF; 7) Tiverton YC — Bolham Road, Tiverton, EX16 6SG; 8) The Junction – Wain Lane, Newton Abbot TQ12 2SH. In addition to the 8 youth hubs, Red Rock (Sandy Lane, Dawlish EX7 0AF) will be made available to support an offer to young people who are at risk of permanent exclusion by direct commissioning from mainstream education departments. These centres will also be used as the base for targeted youth work which will also take place in other venues on an outreach basis, to best suit the needs of the young person. Over the life of the contract, the provider(s) will be required to work with the Council to continuously review the location of the 8 youth centres against the needs of young people in Devon. Devon County Council is party to agreements under Section 106 of the Town and Country Planning Act 1990 in relation to the new communities at Cranbrook and Sherford. The provider(s) will be required to provide services in these areas. The provider(s) will provide countywide support outreach to individual students at risk of exclusion or children missing education (CME), to be commissioned by the Devon Inclusion Team. This will include pastoral support and bespoke interventions, breaking down barriers to education participation. The provider(s) will provide a countywide, youth and/or education service which schools are able to directly commission and work closely with Devon alternative provision academies in supporting young people re-engage in a mainstream school. The provider(s) will become a delivery partner in the European funded project Atlantic Youth Creative Hubs (AYCH) and will deliver the remaining outputs of the project which is planned to run until October 2020 (might be extended by approx. 6 months). AYCH will build a model of social innovation for young people supporting social entrepreneurship, employment and education in the creative and cultural industries, across the Atlantic Area. Further details on the project can be found here: https://www.atlanticarea.eu/project/56 Option — as an option and subject to eligibility requirements as referred in the tender documents the provider(s) will offer the Duke of Edinburgh Award Scheme programmes on the Council's behalf to young people at the 8 youth and community centres together with the centres, groups and organisations in accordance with the terms and conditions of the licence agreement. Option — in the event that the Council is able to secure additional funding of up to 250 000 GBP per annum to form part of the youth service for Devon, the Council will work with the provider(s) on the best way to allocate funding that increases capacity in line with this specification in the areas of: — open access provision, — targeted support, — community and voluntary sector support. The Council does not guarantee that additional funding for the youth service in Devon will be forthcoming.
