Basildon Borough Council is seeking to let a contract(s) for the receipt, transport and treatment by Recycling of Contract Recyclables collected from households on behalf of itself and by four other Essex waste collection authorities (Brentwood Borough Council; Rochford District Council; Uttlesford District Council; and Castle Point Borough Council. Collection by the Contractor from a Collection Point at Barleylands depot, Basildon (CM11 2UF) of a single stream of dry recyclables (Contract Recyclables) co-mingled in sacks (with the mix excluding glass) collected weekly (52 collections per annum)from households at the kerbside by Basildon Borough Council. The Council is to provide loading of Contractor's vehicles. The Council is responsible for weighing services. The Contractor is responsible for onward transport and treatment by Recycling approximately 13,000 tonnes each year of Contract Recyclables collected by the authority. Either collection by the Contractor from a Collection Point at Brentwood Borough Council Depot, The Drive, Great Warley, Brentwood (CM13 3BH) of a single stream of dry recyclables (Contract Recyclables) co-mingled in sacks (with the mix excluding glass) collected weekly (52 collections per annum) from households at the kerbside by Brentwood Borough Council. In this instance, the Council is to provide loading of Contractor’s vehicles. Or, alternatively, direct delivery of Contract Recyclables by the Council to the Contractor’s Treatment Facility using their ‘walking floor’ trailer unit. In both instances, the Contractor is responsible for weighing service and for providing weight information to the Council in accordance with the Specification. And in both cases, the Contractor is also responsible for the treatment by Recycling of approximately 5,400 tonnes each year of Contract Recyclables collected by the authority. Provision by the Contractor of a Collection Point within 5 driven miles from Hockley Railway Station (SS5 4BG) in the Rochford District Council area for the receipt of a single stream of dry recyclables (Contract Recyclables) co-mingled collected fortnightly (26 collections per annum) loose in bins (with the mix including glass) from households at the kerbside by Rochford District Council. Collection Points located outside of Rochford District Council’s radii of 5 driven miles from Hockley Railway Station shall be subject to a price adjustment as part of the evaluation process to account for the additional costs incurred by the Council’s collection fleet. This is set out in Section 17 of the Invitation to Tender. The Contractor is responsible for weighing service and for providing weight information to the Council in accordance with the Specification. The Contractor is also responsible for onward transport and treatment by Recycling of approximately 8,500 tonnes each year of Contract Recyclables collected by Rochford District Council. Collection by the Contractor from a Collection Point at Great Dunmow Waste Transfer Station; Great Dunmow (CM6 1 LW) of a single stream of co-mingled dry recyclables (Contract Recyclables) collected in bins (with the mix including glass) fortnightly (26 collections per annum) from households at the kerbside by Uttlesford District Council. The Collection Point is provided by Essex County Council who shall be responsible for the weighing and loading of Contractor Vehicles. The Contractor is responsible for onward transport and treatment by Recycling of approximately 9,200 tonnes each year of Contract Recyclables collected by Uttlesford District Council. Provision by the Contractor of a Collection Point within 5 driven miles from the Castle Point Borough Council’s depot (SS8 0QU) for the receipt of dry recyclables (Contract Recyclables) in sacks (with the mix excluding glass) collected weekly (52 collections per annum) from households at the kerbside by Castle Point Borough Council. Collection Points located outside of Castle Point Borough’s radii of 5 driven miles from the Council’s depot (SS8 0QU) shall be subject a price adjustment as part of the evaluation process to account for the additional costs incurred by the Council’s collection fleet. This is set out in Section 17 of the Invitation to Tender. The Contractor is responsible for the weighing service and for providing weight information to the Council in accordance with the Specification. The Contractor is also responsible for onward transport and treatment by Recycling of approximately 6,200 tonnes each year of Contract Recyclables collected by Castle Point Borough Council. Collection by the Contractor from a Collection Point at Barleylands depot, Basildon (CM11 2UF) of dry recyclables (Contract Recyclables) in sacks (with the mix excluding glass) collected weekly (52 collections per annum) from households at the kerbside by Basildon Borough Council and Castle Point Borough Council. The Council (Basildon) is to provide loading of Contractor’s vehicles. The Council is responsible for weighing services. The Contractor is responsible for onward transport and treatment by Recycling of approximately 19,200 tonnes each year (combined) of Contract Recyclables collected by the two authorities. Dry recyclables from the two authorities is mixed at the Collection Point i.e. a single stream of Contract Recyclables comprising mixed materials from the two authorities is required to be processed by the Contractor.
