Summary of the work Technical Architectural support across a full spectrum of digital programmes and projects delivering digital outcomes that enable current and future information based capabilities supporting Navy Command Information, MoD and HMG defence and national security outputs. Specialist role Technical Architect Expected Contract Length 2 years + option to extend/uplift within 25% framework option Latest start date Sunday 1 May 2022 Maximum Day Rate £700 a day Who Speclialist Work With Navy Command HQ, Digital and IT Directorate What Specialists Work On Provide Technical Architectural outputs to support Intelligence Surveillance and Reconnaissance (ISR) and digital effects in the maritime and littoral environments including business and operational network architecture, bearer systems, IT systems, applications including those for Command and Control (C2) and maritime situational awareness.   All aspects of ICT and associated engineering governance, information assurance, engineering standards and ICT security as applied to defence, maritime and HMG information systems. Skills & Experience • Experience delivering C4ISR/ICT digital projects or/and programmes in a complex maritime and littoral environment. • Experience delivering Enterprise Architect designs for digital and information solutions to meet ISR requirements using current and next generation technology and resources. • Contribute to and deliver High Level Design (HLD) for digital and cloud solutions ensuring that all relevant lines of development are considered. • Experienced in application of MoD and HMG standards for ICT, information security, digital design, delivery, compliance and safety, including cyber and security risk assurance assessment activities. • Demonstrate knowledge, skills and experience in managing digital ICT services and their interdependent activities in the littoral or land environments to enable operational outputs. • Ability to understand complex digital and information-based issues and provide options for resolution across a multi-stakeholder environment. • Evidence of delivery of complex ISR programmes and projects to the vision and to time, cost and quality. • Demonstrate experience managing digital programme and project approvals including business cases, financial appraisals and submissions to senior boards for scrutiny. • Qualified and experienced as a Project and Programme Manager. • Demonstrate an understanding of wider Government Departments/structures and awareness of maritime policy and departmental objectives. • Experience of project management of complex software change activities at the Department level. • Experience managing digital communications services, including satellite bearers, in support of operations and operational planning. • Experience in project managing the requirements capture and installation of fixed based infrastructure to MoD sites. • Demonstrate the ability to understand customer ICT and ISR capability and support needs and subsequently define requirements for delivery. • Demonstrate a technical understanding of SAR and radar and their practical application to provide maritime situational awareness. Nice to Haves • Experience of in-service military/naval command and control system digital data link technologies and solutions. • Experience developing and defining digital and cloud-based requirements to enable naval and maritime outcomes. • Experience managing teams delivering digital outcomes as head of department with charge responsibility in an operational or similar role. • Experience of maritime engineering ICT installation, commissioning, assurance and acceptance and associated engineering compliance. • Recognised management qualification and clear history of managing teams of communication specialists. • Experience of budgeting and budget planning in relation to digital and information requirements. • Experience managing military V/U/HF communication services in the littoral or land environment. • Experience with the development, delivery and management of military Information Exchange Requirements (IER) as part of generating operational force elements for tasking. • Higher level qualifications in military communication and ISR scientific techniques and their application to capability delivery. Work Location Whale Island, Portsmouth with a relatively small amount of travel within the UK. Working Arrangments The Technical Architect will be working in a team with stakeholders from within Navy Command, MoD, and other government departmends to deliver capability outcomes in support of MoD and HMG national security objectives. Flexible working applies; the worker decides how, when and where the work takes place. Security Clearance DV is essential. Navy/MoD cannot sponsor security clearance Additional T&Cs In addition to the day rate, an additional £1K is available for T&S in line with current MoD rates. Foreign travel is included in this but prior authorisation is required from the Authority in advance of booking (committing). Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers 1. Will this be assessed as inside IR35? It is not expected that IR35 will apply. An assessment will be made after the winning supplier has been selected. 2. Is there a Cyber Risk Assessment? The Cyber Risk Level is very low. Suppliers that are down selected will be required to complete a SAQ. 3. Is there an incumbent supplier in the role? Yes-There is an incumbent delivering this specialist role. 4. Would you accept a DV cleared candidate? Yes, we would accept a candidate with a DV for this role. 5. How crucial is it that this individual needs experience in all of the essential fields? This is a single requirement for one specialist, and we are therefore looking for an exceptional portfolio of expertise to deliver outcomes required. Suppliers/candidates will need to provide one example outlining their experience in each essential and desirable area. 6. Will there be any performance indicators within the contract If Performance indicators are required, these will be advised following down-selection 7. How will initial tender submissions be evaluated ( part 1) Each tenderer will be evaluated and allocated 0 (Not Met), 1 (Partially Met), 2 (Met) or 3 (Exceeded) against their responses to each of the essential and nice to have criteria. The points awarded for each criteria will be added together to give the total technical evaluation points. 8. How will initial tender submissions be evaluated (part 2) The Authority reserves the right to consider tenderers non-compliant if their points are below 2 on any criteria. Tenderers may also be considered non-compliant if their proposed start date is after the required start date or if their day rate is above the stated budget. Non-compliant tenderers will be excluded from the competition and their total technical evaluation points will be 0. 9. How will initial tender submissions be evaluated (part 3) Tenderers with the three highest total technical evaluation points from this evaluation will be down selected and invited to take part in stage two. 10. How will final tender submissions be evaluated after initial down selection (Technical Part 1) Technical-Tenderers will be asked to provide a single CV for their proposed specialist. This should amplify the experience and details that were provided with the initial submission.Each tenderer will be evaluated and re-allocated 0 (Not Met), 1 (Partially Met), 2 (Met) or 3 (Exceeded) against each of the essential and nice to have criteria, based on their initial submission and the subsequent CV that is provided. 11. How will final tender submissions be evaluated after initial down selection (Technical Part2) The points awarded for each criteria will be added together to give the total technical evaluation points. The total points allocated are likely to differ between the initial and final submissions. The total technical points will be divided by the maximum available technical points and multiplied by the technical criteria weighting. This will give the technical score.(For example, if tender has 30 points, the maximum points available was 35 and the technical weighting is 70, the technical score will be 60 ( 30/35 = 0.85 x 70 = 60) 12. How will final tender submissions be evaluated after initial down selection (Cultural Part 1) CulturalTenderers will provide a cultural fit statement to show how they will meet each of the cultural fit criteria. This will include social value, if required. Each tenderer will be allocated 0 (Not Met), 1 (Partially Met), 2 (Met) or 3 (Exceeded) against their responses to each of the cultural criteria. 13. How will final tender submissions be evaluated after initial down selection (Cultural Part 2 ) The points awarded for each criteria will be added together to form the total cultural evaluation points. The total cultural points will be divided by the maximum available cultural points and multiplied by the cultural criteria weighting. This will give the cultural score.(For example, if tender has 20 points, the maximum points available was 25 and the cultural weighting is 10, the cultural score will be 8 ( 20/25 = 0.8 x 10 = 8) 14. How will final tender submissions be evaluated after initial down selection FinancialFor specialists, the day rate provided at initial tender submission will be the pricing figure and evaluation will be based on this. 15. How will final tender submissions be evaluated after initial down selection (compliance) The Authority reserves the right to consider tenderers non-compliant if they score below a 2 on any criteria. Tenderers may also be considered non-compliant if their proposed start date is after the required start date or if their day rate is above the stated budget. Non-compliant tenderers will be excluded from the competition and their total evaluation score will be 0.Only tenders which are compliant will be scored. The tenderer that receives the highest combined technical, cultural and financial scores will be the winning tenderer.
