NHS Wales and Welsh Government sought proposals to design and deliver a part time post graduate diploma in planning. The programme will be based on the latest research and combine theory, up to date knowledge of the NHS in Wales and the future challenges facing leaders in the public sector in Wales. The objective of the diploma will be: — the development of a cohort of NHS staff with the necessary skills to understand the requirements and develop sustainable, integrated plans that will deliver the required service changes for the NHS in Wales, — the development of a talent pipeline for leadership (director, assistant director and national), — the professionalisation of planning as a career within NHS Wales, — to develop strong planning skills across Wales in organisations to deliver better health outcomes. It is expected that by creating a strong cohort of planners at a mid to senior level, skills will be available through the organisation, delivering improved planning skills at all levels, — to provide standardisation of skills, so that capacity and capability of senior planning teams is consistently enhanced, — improve the quality of integrated term plans e.g. IMTPS, delivery strategies, etc., — to develop a broad understanding of interdependencies between planning the service, workforce and finance. The services to which this contract relates fall within the Regulation 74 and Schedule 3 of the Public Contracts Regulations 2015. Although the Trust may voluntarily adopt certain provisions in the regulations, neither the employment of any particular terminology nor any other indication shall be taken to mean that the Trust intends to hold itself bound by any of the regulations save those applicable to Regulation 74.
