Description

Devon County Council (DCC) currently has a range of term contracts for the servicing, inspection and testing of mechanical and electrical plant within its Estate which come to an end in March 2024. DCC intends to re-procure the services provided by contracts to ensure on going regulatory compliance and effective operation of the installations. The contracts typically, but not exclusively, cover offices and other corporate buildings, social care units, specialist units, farms, libraries managed by Libraries Unlimited, youth centres run by DYS Space Youth and schools within Devon who subscribe to collective arrangements for the maintenance of electrical and mechanical plant which in total covers circa 360 sites and approximately 5,900 items of plant, the actual number of sites and items of plant covered will vary by Lot. The services required have been divided into the following Lots: Lot 1 - Air conditioning and heating plant servicing and inspection including gas tightness testing Lot 2 – Periodic electrical testing, and the servicing and testing of fire alarms and emergency lighting installations Lot 3 - Automatic doors servicing and inspection Lot 4 - Kitchen extract fan and canopy servicing and inspection Lot 5 - Sewage treatment plant servicing and inspection Lot 6 - Water quality inspections and thermostatic mixing valve servicing and inspection Lot 7 - Lift servicing and inspection Lot 8 - Lightning protection installation testing and inspection It is anticipated that a single appropriately experienced and competent contractor will be appointed per Lot to undertake for provision of services across the geographical area managed by DCC. Contractors will be able to bid for any number of Lots and may be awarded multiple lots. The contracts are likely to be for an initial period of four years with potential options to extend. It is anticipated that the tenders process will commence in September 2023 with the procurement process being managed via the www.supplyingthesouthwest.org.uk tender portal. Contractors who are interesting in bidding for any of the above Lots are advised to ensure that they are registered on the portal in readiness for commencement of the tender process. Lot 1: Lot 1 - Air conditioning and heating plant servicing and inspection including gas tightness testing Servicing and inspection of air conditioning and heating plant installations including undertaking gas tightness testing across approximately 285 sites. The Lot covers approximately 820 items of heating plant at 260 sites, 580 items of air conditioning/heat pump plant at 70 sites along with gas tightness testing to approximately 275 installations at 195 sites. Note, all figures are approximate, the tender documents, when issued, will confirm the sites and equipment covered by the Lot. Lot 2: Lot 2 – Periodic electrical testing, and the servicing and testing of fire alarms and emergency lighting installations Periodic testing of electrical installations at approximately and the servicing and testing of fire alarms and emergency lighting installations across a total of 350 sites. The Lot covers electrical testing at approximately 345 sites and the servicing and testing of fire alarms at approximately 240 sites and the testing of emergency lighting at approximately 250 sites. Note, all figures are approximate, the tender documents, when issued, will confirm the sites and equipment covered by the Lot. Lot 3: Lot 3 - Automatic door servicing and inspection Servicing and inspection of automatic door installations at approximately 85 sites covering 180 door installations. Note, all figures are approximate, the tender documents, when issued, will confirm the sites and equipment to be covered by the Lot. Lot 4: Lot 4 - Kitchen extract fan and canopy servicing and inspection Servicing and inspection of kitchen extract fan and canopy installations including cleaning of associated ducting at approximately 165 sites. Note, all figures are approximate, the tender documents, when issued, will confirm the sites and equipment to be covered by the Lot. Lot 5: Lot 5 - Sewage treatment plant servicing and inspection Servicing and inspection of sewage treatment plant installations at approximately 18 sites. Note, all figures are approximate, the tender documents, when issued, will confirm the sites and equipment to be covered by the Lot. Lot 6: Lot 6 - Water quality inspections and thermostatic mixing valve servicing and inspection Water quality inspections and servicing of thermostatic mixing valve installations across a total of approximately 240 sites. The Lot covers water quality inspections at approximately 240 sites and the testing and servicing of approximately 2,650 thermostatic mixing values across 190 sites. Note, all figures are approximate, the tender documents, when issued, will confirm the sites and equipment to be covered by the Lot. Lot 7: Lot 7 - Lift servicing and inspection Servicing and inspection of lift installations across approximately 60 sites covering approximately 90 lift installations. Note, all figures are approximate, the tender documents, when issued, will confirm the sites and equipment to be covered by the Lot. Lot 8: Lot 8 - Lightning protection installation testing and inspection Testing and inspection of lightning protection system installations at approximately 105 sites. Note, all figures are approximate, the tender documents, when issued, will confirm the sites and equipment to be covered by the Lot.
