Description

The Authority has awarded a contract after a tender exercise for the Provision of Management Services for Sports Village Facilities. The Authority has entered into a 5-year contract(s) (Stratfield Brake Sports Ground — Lot 1) / (Whitelands Farm Sports Ground — Lot 2). The values for the purposes of this OJEU Notice include the management fee paid by the Council and any income generated by the preferred provider. The value therefore is an indicated amount of between 400 000 GBP to 5 000 000 GBP. The Council reserves the right to include any additional features which may include additional income streams during the life of this contract up to the upper value indicated in this Contract Notice. Further information can be found in the Tender Documentation. It is intended that the Council will enter a 5-year Leisure Operating Contract(s) with the option to extend for a further 5 years. The Contract therefore has the ability to become a 10 year contract subject to extension of the first 5 years. The whole procurement process is being conducted in accordance with the Open Procedure under the Public Contracts Regulations 2015. A Notice has been published in the Official Journal of the European Union (OJEU), seeking expressions of interest from organisations interested in managing the Sports Villages. This Information Memorandum sets out: — Overview of the project and key objectives — Background to the local authority — Outline of existing provision — Scope of the procurement — Outline of the procurement process Timetable for the process. The Open Procedure combines both the selection (pre-qualification) and tender stage, and appropriate invitation to Tender documents accompany this IM. All return submissions will be evaluated on the basis of predetermined award criteria which are provided in the tender documentation. The facility at Stratfield Brake is located at Frieze Way, Kidlington, OX5 1UP. The facility comprises; — A pavilion; — 2 cricket pitches; — 3 rugby pitches; — a football pitch; and — a large area of public open space. A joint committee of Kidlington Parish Council and Gosford and Water Eaton Parish Council manages the pavilion and grounds currently. The Council reserves the right to include any additional features which may include additional income streams during the life of this contract up to the upper value indicated in this Contract Notice. All return submissions will be evaluated on the basis of predetermined award criteria which are provided in the tender documentation. — Opportunity for Preferred Bidder to input into facility fit-out Whitelands Farm Sports Ground is being built by Cherwell District Council using Section 106 funding contributions from the Kingsmere housing development and will be based at Whitelands Way in Bicester. The site comprises 17 hectares and is intended to provide additional sporting facilities for the town as opposed to replace those which are already in existence. The Council reserves the right to include any additional features which may include additional income streams during the life of this contract up to the upper value indicated in this Contract Notice.
