Description
To support delivery of the UK Road Investment Strategy (RIS1 and RIS2): — https://www.gov.uk/government/collections/road-investment-strategy) DIPs will design and construct highway projects across England under NEC4 standard terms, with suitable amendments. The term will be from 2018 to 2024. The framework will be divided into 8 lots, with each lot having a specific value threshold for work packages and covering a defined geographical area: — lots 1 to 3 (Band A) are for work packages not exceeding 100 000 000 GBP, — lots 4 to 8 (Band B) are for work packages exceeding 100 000 000 GBP. Candidates who apply in lots 1 to 3, will not be permitted to apply in lots 4 to 8. Successful DIPs will be guaranteed an initial package of work under each lot with subsequent contracts being allocated either on a direct award basis or under mini-competition which may include the suppliers appointed to all lots. The procurement documents will provide more detail on how work will be allocated. Provision of DIP services for packages of work with an estimated value up to £100m. Lot 1 schemes will primarily be in the South West and Midlands regions of England but the 2 successful tenderers may also have opportunities to win additional work packages or standalone schemes in the rest of England in the circumstances specified in the procurement documents. There will be 2 tenderers appointed to this lot. Following appointment to the framework, each successful tenderer will be awarded a package of work, with an approximate total value of between £25m and £83m. Each package will have a 2-3 individual named project schemes, to be delivered during the framework term. Further details on each package will be confirmed in published procurement documents. At the tender stage, applicants for the lot will be asked for their preference of work package. The supplier with the highest assessed score appointed to the lot will be given their preferred package. The suppliers with the next highest score appointed to the lot will be given the remaining package. The DIPs will contribute to the development of HE's role as Network Owner and the DIP contracts may evolve over their life to reflect this developing maturity. It is mandated that the DIPs will make use of the HE's category management frameworks, and any future category management arrangements, to whom they will subcontract elements of work.
