The following environmental services have been procured via a “competitive procedure with negotiation” route under the following lots: Lot 1 — Waste Disposal Lot 2 — Waste Collection Lot 3 — Street Environment Lot 4 — Parks Management and Grounds Maintenance Services The tender opportunity has been run electronically through the London Tenders Portal www.londontenders.org Disposal of local authority collected waste (residual waste) that is collected by the Council’s Agent (Lot 2) by undertaking household and commercial refuse and recycling collection services, bring banks and Household Waste Recycling Centres. The contract is based on a need both to provide value for money customer services and to reduce landfill waste. Future desired service developments include the development of disposal options that utilise alternative treatment methodologies to meet the target of “zero” waste to landfill by 2026. Collection and management of local authority collected waste emanating from households and commercial properties in the Council’s Administrative Area through the delivery of a comprehensive door-to-door refuse and recycling collection service, bring banks and Household Waste Recycling Centres. The contract is based on a need to provide value for money customer services, sustained reliable service delivery and increases to the amount of waste that is recycled. Future desired service developments include the maximisation of recyclate sales, increases in the volume of recyclates processed and the development of commercial waste services, including potential commercial waste recycling. Street Cleaning: Day-to-day routine street cleaning activities of 840 km of carriageway and 1 200 km of footways involving mechanical and manual sweeping, with a response to service requests including fly-tipping and fly-poster removal, routine emptying of litter bins and installing replacements, weed control, autumn leaf fall removal, in the event of severe winter weather, snow clearance and pavement salting, and engaging with community and volunteer groups to organise local clean-ups. Graffiti Removal: Removal of graffiti visible from the highway and within 50 m of street boundary, on public or private property as reactive work. Works may also include removal of fly-posters, paint spillages and other stain removal works. Abandoned Vehicles: removal, storage and disposal of nuisance, abandoned and surrendered vehicles (motorised or non-motorised). Security: day-to-day routine patrols involving trained security personnel, including the use of security dogs,throughout the Borough’s parks, open spaces, countryside and public highways, with regard to enforcing Bye Laws, public space protection orders, and other applicable legislation. Enforcement: enforcement activity and checking of compliance with regulations and legislation, within the Boroughs parks, open spaces and countryside, including the issuing of fixed penalty notices, investigation and enforcement of incidents of public nuisance and obstruction of the highway, authorising and regulating temporary highway licences, and surveillance to identify enforcement infringements. Environmental campaigns: coordination and promotion of environmental initiatives, campaigns and events; including the management and delivery of strategic partnerships, engagement with key stakeholders, the community and volunteer groups, and recruitment to, and development of friends groups. Parks management and grounds maintenance: providing a holistic approach to management and all operational service provision for some 156 parks, recreation grounds and open spaces, countryside/biodiversity and woodlands sites, including 3 000 acres of open space, 71 play areas. Delivering action plans for the creation, and maintenance of the borough’s horticultural features, whilst seeking grant funding for improvements, forms part of this service. Management of public cemeteries’ and providing burial services, and maintaining highway grass verges and planted area also included. Initiatives also include supporting friends, volunteers and community groups,working with delegated sports managers, the Borough’s allotment association, and providing an environmental education programme and activities to the Borough’s schools and education establishments from a dedicated centre.
