BRIEF FOR EXTERNAL CONSULTANTS We seek an external consultant with expertise to undertake project evaluation. The consultant will: - Attend an initial scoping meeting with the Project Manager to discuss the evaluation process, project and background material in detail, as well as agree reporting arrangements. - Agree an approach to desk and field-based monitoring and evaluation systems, in line with the NLHF Logic Model and Evaluation Guidance (https://www.heritagefund.org.uk/funding/good-practice-guidance/evaluation-guidance), to track and assess how well the project has delivered on its aims, vision and outcomes. - Develop and agree timetable, key milestones and deliverables for the evaluation process. - Set appropriate baselines (working with Swansea University and Project Seagrass on restoration baselines) and working with NWWT for the evaluation of Activity Plan programmes. - Develop a series of evidence gathering research tools and support the project partnership to develop a suitable database and self-evaluation system and tools. Review use and usability of tools at end of first year and adjust as necessary. - Deliver evaluation briefings or training to project partners to familiarise them with the aims of evaluation systems and use of the tools, and agree reporting timescales. Note: some of this information will need to sync with NLHF quarterly progress reports. - Work with the science leads and restoration teams to include restoration indicators and evaluation methodologies within the overall evaluation plans, and agree how these will be reported as part of the overall final evaluation report for the NLHF. - Review project activities in Year 1 and provide a synopsis of progress and recommendations for project delivery including any changes or improvements required. - Undertake qualitative research with project participants/beneficiaries. Provide a summative review of progress and make forward looking recommendations based on key learning points. The successful candidate will work closely with the project team to gather evidence of project success and will use quantitative and qualitative techniques to produce a mid-term and an end-of-project Evaluation Report. It assumed that the evaluation consultant will attend (virtual or in person) 6 monthly progress meetings - which could coincide with project steering group meetings.
