Description

Kildare County Council, as the contracting authority proposes to establish and operate multi-party framework agreements for architect lead design team services for projects in excess of 2 million. Kildare County Council, as the contracting authority proposes to establish and operate multi-party framework agreements for architect lead design team services in two lots to provide consultancy services in connection with a variety of projects throughout County Kildare. Applicants may apply for one or both lots. Kildare County Council as a local authority procures, operates and maintains a variety of building types. The purpose for establishing a framework agreement for architect lead design team services is to provide a single point of contact for the provision of construction related professional services to the local authority. It is proposed that the framework agreement will be established in two lots: Lot 1: the range of projects which will fall under the framework agreement for lot 1 fall into but is not limited to the following two main categories: 1) the construction of or major alterations to library’s, art’s/heritage centres, fire stations, Council offices, community centres and other building in the control or ownership of Kildare County Council or entities established by Kildare County Council; 2) the construction of new or major refurbishment to existing multi-unit social housing and apartment schemes. This may also include the provision of consultancy services for rapid delivery, joint venture and other forms of non-traditional housing delivery. Typically the value of construction contracts in lot 1 will exceed EUR 2 million. It should be noted that, given the historic nature of some structures in the control or ownership of Kildare County Council it is a requirement that a conservation architect accredited at RIAI Grade 1 or equivalent is part of the design team for lot 1. In order to be admitted to the framework agreement for lot 1 the architectural practice identified as the design team lead does not need to be accredited at Grade 1 but will need to have the services of a Grade 1 accredited conservation architect available to them. Not all projects in lot 1 will require the services of a Grade 1 conservation architect. It is proposed that the framework agreement will be established in two lots: Lot 2: the range of projects which will fall under the framework agreement for lot 2 fall into but is not limited to the following two main categories: 1) minor works or alterations to library’s, art’s/heritage centres, fire stations, Council offices, community centres and other building in the control or ownership of Kildare County Council or entities established by Kildare County Council; 2) the construction of small scale social housing schemes, infill and one-off housing units and refurbishment of multiple existing dwellings. Typically the value of construction contracts in lot 2 will be a maximum of EUR 2 million. Although it is not a requirement for the design team admitted to the framework agreement for lot 2 to include a conservation architect the design team may have to procure the services of an appropriately accredited conservation architect should the particular drawdown contract require these services.
