Description
The appointment of a Main Works Contracting Partner to provide pre-construction services and construction / refurbishment works for the Northern Estate Programme and other interfacing Parliamentary Estate works. The scope of the Programme encapsulates (but is not limited to) the buildings: Norman Shaw North, Norman Shaw South, 1 Derby Gate, 1 Parliament Street and Canon Row Residences. The buildings require refurbishment due largely to the age and fragility of the buildings’ mechanical and electrical services, poor environmental performance and fire safety improvement requirements. The buildings are Grade 1, Grade 2 or Grade 2* listed, are situated within a Conservation Area and have not had any significant intervention in the past 40 years. There is a responsibility to protect and preserve the heritage of these listed buildings and maintain their architectural and historical significance. Please see enclosed Memorandum of Information for further Programme detail. It is anticipated that the required services and works are likely to include the following (but due to the nature of the buildings there may be additional or related services and works required): — pre-construction services, — developed and technical design buildability advice, — Design Services, — Value Engineering advice, — whole life appraisal input, — design quality indicator input, — construction / refurbishment scheduling services, — construction / refurbishment logistics services, — enabling works, — temporary works, — survey and investigation works, — complex construction / refurbishment works, — building services infrastructure works, — subcontractor procurement and management services, — construction / refurbishment materials, plant and equipment procurement and management, — Principal Contractor duties, — project controls including cost, schedule, change, risk and quality management services, — working with other consultant partners and the Employer’s internal programme management teams, — working with multiple stakeholders, many being public sector and within a political environment (Houses of Parliament), and — working on a sensitive and secure national historic asset with an international reputation, — other similar or related services. The Successful Contractor must be capable of providing and coordinating the input of all of the above (and any additional similar or related) services and works necessary for delivery of the Programme within the required timescale. The intention is to appoint a Pre-Construction Services and Construction / Refurbishment Main Works Contracting Partner that will continue for the duration of the Programme. The construction / refurbishment works are likely to span a three-to-four year period from financial year 2018/19 to 2021/22. The Pre-construction management team will be appointed in advance of commencing these construction / refurbishment works to work alongside the already appointed Architect and Lead Design, Engineering and Programme, Project and Cost Management partners to progress the concept design through the developed and technical design stages. The exact scope, size, duration and phasing for the Programme has yet to be concluded; however, options, scenarios and outcomes are currently undergoing analysis by the appointed professional services teams. The Programme may also include services and works in relation to existing or provision of new temporary buildings that may be required for decant purposes, together with a range of enabling works which may or may not be within the immediate curtilage of the Northern Estate. The scope of the services and works may also include the potential for new interventions in 1 Parliament St, Canon Row Residences, 1 Derby Gate and the Norman Shaw buildings, dependent upon on-going investigations by appointed architects and subsequent decisions by the House. The Northern Estate Programme shares interdependencies and key interfaces with other Parliamentary Strategic Estates programmes that include, but are not limited to, the Palace of Westminster Restoration and Renewal programme, Fire Safety Improvement Works and Estate Wide Engineering Infrastructure and Resilience programme. The Successful Contractor will be expected to proactively engage with these interdependant programmes. The Programme utilises the RIBA Plan of Work 2013, CIC Level 2 BIM and the NEC3 suite of contracts. The Successful Contractor will be employed as a Main Contractor. The Corporate Officers recognise that the Northern Estate Programme will require an experienced and suitably skilled Main Works Contracting Partner capable of managing the scale, technical complexity, logistical complexity, heritage and security considerations and level of public scrutiny of the Programme.
