Summary of the work We have been working with an agency doing a data gathering exercise and we are now looking to work with a digital agency to help us reinvent the Talk London digital experience and come up with solutions to address the pain points of users and stakeholders. Expected Contract Length 8-10 months Latest start date Monday 6 January 2020 Budget Range Up to £90,000 Why the Work is Being Done While we have proven that City Hall can successfully engage directly with Londoners on a variety of issues, the Talk London team believe that the full value of this community has not yet been realised. Earlier this year, the Talk London team embarked on a discovery project. We now have a new Talk London mission and vision statement and a new strategic direction; however, we know that we need to update the digital experience to align with our new mission & vision statements, make it easier for Londoners to participate and appeal to a more diverse audience. Problem to Be Solved The website needs to be redesigned, taking into account user experience and interaction design, and the need to visually appeal to diverse audience groups. Outcomes we're looking for are a platform that: o converts site visitors more effectively to new Talk London members o increases member engagement o is able to visually demonstrate the impact that Talk London members have through their participation o and communicates the Talk London mission and vision effectively ● The redesign will ensure Talk London is inclusive to as wide an audience as possible and meets accessibility guidelines – WCAG 2.1 to AA standard. Who Are the Users ● Londoners: Talk London is a website for Londoners to help shape London's future and it needs to be welcoming, accessible and make participation easy. o A number of audiences are currently underrepresented on Talk London, including young Londoners, BAME and Londoners in social housing and we particularly want to appeal to these audiences ● City Hall internal teams: Talk London is a tool for City Hall teams to engage with Londoners through and it's important that the website is able to visually show the impact that Talk Londoner's have through the engagement process. Early Market Engagement There has been no EMA Work Already Done GLA have done a data gathering exercise via an Agency.This helped us understand: ●Talk London (TL) users and how they would like to engage with City Hall/what they want to achieve ●barriers to Londoners signing up/usingTL ●CityHall stakeholders and what they would like to achieve through TL ●barriers to CityHall stakeholders usingTL The TL team is also working closely with a number of internal teams who have specific needs for their engagement programmes. These teams will help define City Hall needs around the platform engagement, which will include digital engagement outside the TL section of the London.gov website. Existing Team The Talk London(TL) team sits in the Opinion, Research and Statistics (ORS) team, within the City Intelligence Unit. The ORS team doesn’t develop or implement policies, we support other teams in the GLA who do. ● TL team make up: Opinion Research and Statistics Senior Manager Talk London Product Owner/ Digital Engagement and Product Manager Online Community Engagement Officer Audience Growth Officer ● Talk London technical team: Delivery Manager Tester Zoocha – External development agency, although we work with the regular team and on a regular basis BBD – External development agency, who provide support manage code reviews & deployments Current Phase Alpha Skills & Experience • ser research and user testing • User experience, interaction and user interface design • Analysing and presenting outputs from user research in the context of digital development • Experience of translating user research outputs into stories and working with Analysts and Developers to ensure that user needs are reflected in the product • Understanding and experience of meeting accessibility standards - WCAG 2.1 AA • Experience in digital business analysis including requirements gathering, running discovery phases, producing stories and acceptance criteria, producing wireframes, prioritising stories into a MVP and testing • Must have experience of working in multi-disciplinary Agile teams and preferably using the GDS service design manual Nice to Haves Experience of working on a website where engagement was a key aim Work Location The agency will work from their own premises, but regular meetings with the Talk London team will be required at City Hall. Working Arrangments The agency needs to: - carry out the work using Agile methodology (GLA works in accordance with the GDS Service Manual whenever possible). - be able to act as part of the Talk London team, in an adaptable and agile way aiming to meet the outcomes we are working towards, testing, gaining learnings and adding value to the process. Is there preference for any particular technology? The Talk London site is currently on Drupal 7. We will be using this opportunity to rebuild the site in Drupal 8. 2. Is there an incumbent that has done the discovery? The company that did the initial discovery is no longer in situ, so in terms of a current incumbent – there is no-one. 3. Would you consider the use of a different/newer/more up to date platform if the provider hosted the solution for you? Taking into account it would be a very simple to use CMS with state of the art capabilities and world class security. This opportunity is not about the technology, it is about the design and user experience. 4. Are you open to alternative CMS's than Drupal? This opportunity is not about the technology, it is about the design and user experience. 5. Do you require any development work (e.g. implementing into Drupal) in addition to creating a prototype/MVP? This agency would be required to work collaboratively with the development agency, who would be doing the development work. 6. Are you open to using a platform other than Drupal for the website? This opportunity is not about the technology, it is about the design and user experience. 7. To help us better understand the likely direction of the redesign, are you able to share the new Talk London mission and vision statement? The mission and vision statements are: Mission statement: Your city, your say – let’s make London better together! Vision statement: Empowering Londoners to shape a better London - now and for future generations. 8. Clarification: GLA reiteration on design vs development of the Talk London website The GLA are looking to work with a digital agency to help us reinvent the Talk London digital experience and come up with solutions to address the pain points of users and stakeholders.
