Highways England seeks to appoint 6 Technical Advisers (TAs) to support delivery of the UK Road Investment Strategy (RIS). TAs will recommend to Highways England the best route option and then protect its technical interests throughout development and delivery phases of a scheme. The TA will act as an enabler in its relationship with the DIP, assisting Highways England to create the environment for project success. The framework will be divided into 6 lots, with each lot having a specific value threshold for schemes and covering a defined geographical area: — lots 1 to 3 (Band A) are for schemes with a client budget of less than or equal to GBP 100 million, — lots 4 to 6 (Band B) are for schemes with a client budget of greater than GBP 100 million. Provision of TA services for the delivery of RIS 2 (https://www.gov.uk/government/collections/road-investment-strategy-post-2020) schemes with a client budget of less than or equal to £100m in the South West and Midlands regions. There will be 1 tenderer appointed to this lot but they are not guaranteed any work or specific schemes from this tender process. Schemes allocated to this lot will be issued through a direct award to the successful tenderer for this lot or in circumstances specified in the procurement documents tendered as a mini-competition which may include the suppliers appointed to all lots. The successful tenderer for this lot may also have opportunities to win additional schemes in the rest of England in the circumstances specified in the procurement documents. Please note that the award of a scheme at PCF stage 1 does not guarantee it will proceed to PCF stage 7; a scheme can be withdrawn at any PCF stage in line with Highways England's governance procedures. TAs will undertake the following: During PCF Stage 1 & 2 Identify options that address the objectives stated in the Client Scheme Requirements Develop options that comply with legislation and policy, through HE's preferred project delivery methodology (Project Control Framework(PCF), to take to public consultation Preferred options should be deliverable, affordable and provide value for money when whole life of asset is taken into account Undertake and record an appraisal of the performance of scheme options against key metrics with high technical assurance Identify maintenance activities and designated fund opportunities that could be delivered during the project Consider customer impacts arising during the enhancement and operation of the improved asset Deliver effective stakeholder engagement and public consultation to enable a Preferred Route Announcement Complete the schemes High Level Requirements Facilitate, oversee and optimise the transition from Options phase to Development Phases Realise and improve productivity and continually improve the value for money for the TA services; Fully engage with the Regional Sustainable Improvement Hub(s), the National Community of TAs and Centre(s) of Excellence. During PCF Stages 3 to 7 Assure against the High Level Requirements allocated to the Delivery Integration Partner (DIP) and be custodians of the preferred route intent; Oversee and optimise the transition between PCF stage 2 and 3; Assure the basis of the marginal gain calculations when the DIP maintains or improves the investment baseline (measured via marginal cost benefit analysis); Support the Employer in agreement of the Budget; Continually improve the value for money of the TA Services; Fully engage with the Regional Centre(s) of Excellence and the National Community of TA's; Through high quality, right first time, service delivery, support the DIP's delivery of efficiency and predictability; Assure the DIP's delivery of successful outcomes for PCF Stages 3 to 7; and Assure and support transition of schemes from the DIP into Operations Directorate (OD) through to completion of SGAR 7 During PCF Stages 6 & 7 Undertake the role of Supervisor to the DIP (please note the DIP is an NEC 4 based contract); and Provide assurance for other design services that are to be completed. Highways England will not allow a TA for a scheme to also be the DIP (framework) Principal Designer for any given scheme. A Market Share rule will be applied to the value of work any one TA can undertake during the framework. This value is £78m which represents 30 % of the overall framework value.
