Summary of the work Work Packages 1 Specialist Programme Planning Service across the 3 inter-linked major programmes. Duration 6-9 months. 2 Governance and integration of a new Target Operating Model. Duration 6-9 months. Expected Contract Length 6-9 months Latest start date Monday 15 April 2019 Budget Range £400-£450,000 Pricing to be fixed price on Monthly Milestones basis. Why the Work is Being Done The Ambulance Radio Programme is looking to procure specialist Programme Governance and Planning Services to develop capabilities which will underpin a Target Operation Model (TOM) covering Strategy, Delivery and in to Service. Problem to Be Solved ARP is evolving and concentrating on developing capability on delivering products-based approaches for critical communication systems across all 11 English Ambulance Trusts. There is a need to architect a new Target Operating Model with a Governance Framework and integrate across a pre-existing structure which supports the programme today. There is also a key gap in specialist planning of multiple large-scale complex programmes to help monitor dependencies, critical path and deviations from the plan. This integrated programme plan will capture all products to be delivered across the three major programmes under the remit of ARP. Who Are the Users Ambulance Radio Programme is delivering critical communications systems across all 11 English Ambulance Trusts. Work Already Done Some work has been done already to develop the current ARP structure and some elements of governance. Also, the development of a Technical Design Authority and Operational Design Authority has also been adopted. Existing Team The ARP is a programme team of over 50 staff which is expected to grow over the next 12 months. Current Phase Not applicable Skills & Experience • have experience of similar successful projects, including case study • propose staff who have all relevant qualifications and experience to deliver this service • have experience of work across the NHS, preferably national programmes Work Location Ambulance Radio Programme London office. Is there an incumbent in post? The incumbent service provider's contract has now expired. 2. We do not have NHS experience but have provided are currently providing a similar service to another Government Department. Will we be excluded if we cannot provide an NHS example? NHS experience is not necessarily a mandatory requirement but not having such experience may mean that a potential provider is not amongst the 3 shortlisted bidders. 3. Written Proposal to cover evaluation criteria. Potential providers should submit their written proposal to sue.cousins4@nhs.net in addition to completing the Digital Marketplace application by the closing date of Wednesday, 10 April. 4. Should the written proposal contain only the criteria and associated word limit listed? Can any supplementary documentation like CV's be attached for example? CVs and other supplementary documentation may be appendixed to your written proposal and do not count in the word limit. 5. They asked:'propose staff who have all relevant qualifications and experience to deliver this service'Please clarify what are the relevant qualifications specifically? ARP expects that bidders will be able to identify and evidence suitable relevant qualifications. 6. Is the Incumbent allowed to rebid ? There is no reason why the incumbent could not re-bid. 7. Regarding proposal criteria: Is the expectation having answered the 3 x times 100 word essential experience questions there will be a follow up to provide the 5 times 350 word response? Yes. Please respond via the Digital Marketplace to respond to the essential experience shortlisting questions. The proposal, which is to be emailed to arrive by the deadline of 10 April, should provide a response to all the weighted questions and the monthly milestones anticipated, together with their fixed prices. 8. On the supplementary documentation which can be provided alongside the proposal answering the weighted criteria. Will word count apply to diagrams which have narrative / commentary or call outs in text? No there is no limitation on supplementary documentation. 9. Please can you confirm the budget range.Is it £400 – £450 per dayOr £400,000 – £450,000 for the project? The budget range is for the full project:£400,000 - £450,000 10. So to clarify we are to write the 100 word responses and 350 word responses at the same time – to whom do we submit the 350 word responses (an email address ?) and this is by 10 Apr ? Yes. Who is the current incumbent consultant? IMG Consultants Ltd 12. How aligned is the scope of this requirement to the work that the current incumbent consultant has been doing? It is a continuation of some aspects of the incumbent's work packages. 13. What intellectual property does the current incumbent consultant have that places them in a distinct advantage for this piece of work? IP is owned by ARP and all documentation and storage is in the control of ARP, not the incumbent. 14. Is there any additional information that can be provided on the status and scope of the current programmes, which would inform the requirement in relation to the gap in specialist planning? Additional information will be provided to the awarded Provider.
