Summary of the work An experienced IT Project Delivery Manager with recent experience of managing projects within a both agile and waterfall environments and procurement delivery. Problem solving, team building and governance skills essential. Will need SC clearance. Ability to bring strong servant-leadership without disrupting effective established team as important as well-proven professional skills. Specialist role Delivery manager Expected Contract Length 24Months total-Initial 6months-further period up to 18months depending on business need&performance Latest start date Wednesday 2 January 2019 Who Speclialist Work With The post holder will work closely with and report to the Civil Service Senior Project Manager. They will have support from one project support staff for each project. They will need to work closely alongside: Business Change Managers, Portfolio Director, Agile Delivery teams, Technical Design Architect, Business Design Architect and Business Analysts. What Specialists Work On Act as Digital Delivery Manager covering two projects,commercial and software development supporting the overall delivery of the wider portfolio. • Identify and unblock issues that may delay development • Liaise with internal/external stakeholders • Manage project budget ensuring accurate forecasting, monitoring and accounting • Deliver against all internal reporting/governance requirements (budget, risks, issues, interfaces, progress) • Liaise with Home Office commercial teams ensuring critical contract delivery milestones are met • Work with Home Office DDaT teams ensuring smooth development of, and support for new software • Report to Senior Project Manager on concerns, issues and risks outside of agreed tolerances. Skills & Experience • Project management – apply appropriate planning and progress monitoring tools to support an agile development project • Governance – effective reporting and escalation through a waterfall governance process including risks, issues, dependencies, progress and budgets. • Problem solving – ability to identify potential problems and issues proactively and work through them to effective conclusion • Team working – ability to develop and maintain effective working relationships with a range of established professionals and specialist – both civil servants and contractors • Commercial awareness – experience of delivering procurements, developing business requirements, business integration of suppliers • Budgetary and finance – develop forecasts, produce monitoring reports and maintain project budget to tight constraints Nice to Haves • Recent experience of working in HMPO/HO or similar regulated Government environment. • Relevant recent experience of combining project management disciplines in an agile delivery environment where waterfall style governance is required but mustn’t adversely impact agile delivery approach. • Ability to build trust and relationships with disaffected stakeholders. • SC clearance. Work Location London, Westminster - Clive House, Petty France Working Arrangments The post-holder will need to be based on site for at least four days a week to work effectively with the agile development teams. They will need to be self-managing and self-starting but able to contribute to and help build team working. There will be considerable senior management and external stakeholder interface and problem solving and presentation/influencing skills will be essential. Security Clearance SC Clearance is required. HM Passport Office will support the clearance process. No. This is not for the same role. 8. May I know the team size of this DM? The two project teams comprise of 8 and 11. 9. Does this piece of work at HMPO require someone to focus on IT Project Management or a Delivery Manager with an Agile/Scrum focus? This is primarily an IT software delivery project that reports on a project delivery cycle into HMPO project boards. This individual will need to produce project reporting for this process but we run all our digital projects in sprint cycles. 10. Is this the same role that was published on the 20th September as "Her Majesty's Passport Office – Agile Project Manager". The description is virtually identical. No, this is not the same role. 11. Could you advise what the main deliverable of the two projects are both commercial and software development, are they internal, customer facing or a combination and what are the perceived benefits of the deliverable's. They are internal facing projects - our customers are internal directorates. One project has a key deliverable of a new bulk scanning and digital validation solution that links seamlessly with our digital application process, part of this work involves working with our commercial supplier. The second deliverable is delivery of software that provides role based access authentication. 12. Is it possible to provide information on the scope and content of the two projects involved? They are internal facing projects - our customers are internal directorates. One project has a key deliverable of a new bulk scanning and digital validation solution that links seamlessly with our digital application process, part of this work involves working with our commercial supplier. The second deliverable is delivery of software that provides role based access authentication.The role has responsibility to delivery a bulk scanning and validation service in line with our digital transformation to remove paper and embed a new roles based access software service 13. What stage are these projects at? Are they currently in delivery? Yes both projects have moved from design and are in delivery. 14. Have you an established PMO to support this programme? There is a HMPO digital transformation programme in place. Each project within the programme has a mix of technical, business design, analyst and project support depending on the needs. 15. Will project processes and governance need to be established or are these in place already? Governance is set by the directorate and is well established. 16. Can you confirm that the business case for the two projects has been agreed and will be available to the person who takes on this role? There is a single business case for the HMPO digital transformation programme of which all projects are part of. These projects form part of a portfolio of projects that feeds into the HMPO programme. The individual will be expected to project project status reporting on a fortnightly basis and attend Mission Boards that oversee all projects as requested by the portfolio director. 17. What is the current phase/stage of the project? Both projects are in the delivery stage. 18. How many direct/indirect reports will this specialist have? There will be no direct reporting lines as civil servants are managed by civil servants. There will be project tasking of up to 8 people across both project areas. 19. The evaluation criteria and a lot of the role description focusses on cultural fit. Incumbent provider will already have some degree of fit already and will not need require take-on to quickly become part of the team. Thus, how will assessment of incumbent be undertaken against this criteria so there will be a level playing field. There is currently an incumbent in post. The cultural fit is what would be expected of anyone in a project delivery unit and across government but it is important that they work as part of a team as we have a OPEX (operational excellence) principles within HMPO and we are looking for someone who will work within in an OPEX framework. 20.
