Summary of the work Power BI Developer for HMPO's BI transformation project, working within an agile delivery team to iteratively build and implement a BI service in collaboration with the project team to deliver Alpha. Alpha is limited in scope but will lay foundation of key architecture building blocks for the future BI platform. Greenplum is chosen as underlying BI data platform Who Speclialist Work With There is a small team allocated to this work formed of 1 Product Manager, 1 BA and a Lead Architect. What Specialists Work On 1) Understanding user needs and designing services to support them. 2) Develop interactive reports and dashboards for visual insights using PowerBI and Microsoft Azure. 3) Implement data discovery internal, and externally using PowerQuery. 4) Implement Azure SQL databases and data warehouse services to as per the BI design and requirements 5) Implement data feeds to private cloud data stores using Data connectors, collaborating with suppliers, third parties and other HO projects 6) Writing SQL queries 7) Document the low level technical details as per the project's technical governance. Skills & Experience • Have demonstrable experience of successfully understanding user needs and designing services to support them. • Have demonstrable experience of using Miscrsoft Azure, and Power BI to develop interactive reports and dashboards for visual insights. • Have demonstrable experience of using PowerQuery for data discovery internal, and externally. • Have demonstrable experience of using Azure SQL databases and data warehouse services • Have demonstrable experience of using Data connectors to private cloud data stores • Have demonstrable experience of successfully delivering digital solutions that collect and manage personal and/or sensitive information with appropriate controls and protection. • Have demonstrable experience of successfully working with other suppliers/3rd parties/other partners in the delivery of public sector digital services; • Have demonstrable experience of successfully delivering BI platform from Alpha to Live phase outputs and iteratively developing and improving them using Agile methods and practices • Have demonstrable experience of best practices in data visualization • Adept at writing SQL queries Nice to Haves • Have demonstrable experience of delivering digital solutions that meet Level AA of the W3C WCAG 2.0 accessibility standards • Have demonstrable experience of successfully and collaboratively working, coaching and sharing knowledge with Public Sector client teams, particularly those with limited agile development experience. • Have demonstrable experience of successfully design and implementation for cloud based BI / data analytics solutions utilising Microsoft PowerBI • Have demonstrable experience of Data Analysis, Data Cleansing, Database Administration, Analytics • Have demonstrable experience of Regulatory Reporting, Data Visualisation Work Location Westminster, London Working Arrangments We expect the specialist to work collaboratively with existing in house project teams that are transforming the way HMPO processes business intelligence. Work is based in London and will involve the supplier being on site 4 days per week to work collaboratively with HMPO teams; travel and expenses remains the responsibility of the supplier. Service design and development must align with the HM Passport Office strategic technical architecture and technologies. Security Clearance SC clearance is required. HMPO will support the clearance process. Additional T&Cs Breakpoints to assess progress and quality will be set at the end of alpha phase. What is the status of the role in regards to IR35? Is it inside or outside the IR35? The role is expected to be outside of IR35, however status is assessed on a case-by-case basis. 2. From 6th April, responsibility for determining if an assignment is within IR35 will shift to the Public Sector organisation. Comparex need to understand the client’s decision on the status of each contract assignment (including extensions) under IR35 and whether a new contractor assignment is deemed ‘Inside’ or ‘Outside’ of IR35 at the beginning of the recruitment process for hiring a contractor. There is an HMRC status portal available to help determine the status but we do require you to post a response as to whether the role is ‘inside’ or ‘outside’. The role is expected to be outside of IR35, however status is assessed on a case-by-case basis. 3. In the clearance section its mentioned that "HMPO will support the clearance process" - Does it mean that HMPO is ready to sponsor SC clearance for eligible candidates. Yes that is correct, personnel will be sponsored through the clearance process by HM Passport Office. 4. We expect a role of this nature could command up to £800 per day, is this within your acceptable parameters? No maximum target rate is being set. 5. 1. Is the focus of the lead EXCLUSIVELY on the Power BI, Greenplum and Azure integration & BI architecture OR aimed at an IT enterprise architect working across the whole organisations BI architecture. 2. Will the project be utilising all the Azure BI & Analytics tools such as Azure event Hub, Azure Streaming Analytics, DataLake, HDInsights, SQL DW. 3. Will the project be using the new Premium capacity pricing model ? 4. Will the project include Power BI Embedded or Power BI API ? 5. How many end business consumers are planned to consume the Power BI reporting platform ? The focus of Power BI lead is to work within the agile team to deliver the Alpha, this isn’t an Enterprise Architect role and it does require hands-on expertise. Power BI lead will work alongside HMPO Architect and Other HO Architects to deliver the strategic outcomes.We are following the GDS Alpha approach to test the different options with Azure, GreenPlum and PowerBI to select what fits business requirements and is also cost efficient. The outcome of alpha will define which components of Azure BI are fit for purposes.Answers continues below. 6. 1. For the scope of the Alpha we will not be exploring the Premium Capacity model as scope is limited to proving the architecture with few reports and nominated users.There is no either or between these, we will investigate what fits the requirements best and outcomes of the Alpha will define it.Alpha is limited in scope to few applications and limited set of reports, the exact number of end users for the Alpha will be confirmed after the first few sprints.
