Conwy County Borough Council (the Council) has procured a development partner to deliver its Office Accommodation Strategy and, Bay Life + Masterplan. The development partner will: (a) construct and lease to the Council a new office accommodation of approximately 14 266 m² in a new build in Colwyn Bay (Phase 1) and provide appropriate car parking facilities to deliver its Office Accommodation Strategy (including car parking at the new build in Colwyn Bay and at additional sites as controlled by the Council) in order to contribute to the delivery of the Council's Bay Life regeneration strategy and vision for Colwyn Bay by increasing footfall in the town centre (Phase 1); (b) redevelop its Civic Centre site adjacent to Eirias Parc to support the Council's regeneration and corporate objectives, and deliver the County Council's vision for Eirias Parc as the regional centre of excellence for sports and leisure (Phase 2); and (c) complete such other works designed to facilitate the delivery of the Council's Office Accommodation Strategy and Bay Life + Masterplan (Phase 3). The Council will deliver the new build office development within Colwyn Bay town centre, which would not only meet the Council's accommodation needs, but also serve as a catalyst for future regeneration. The Council has acquired a site and the development partner will demolish the existing building and construct new office accommodation and car parking. The vision for the new office accommodation in Phase 1 is to provide the Council with new, town centre offices (to accommodate approximately 725 employees operating on the basis of highly flexible and remote working) that are flexible, efficient and sustainable and embody the forward looking vision of the organisation. The building will become the community heart of Colwyn Bay with a range of public services and amenities in a building that promotes inclusiveness, transparency and embodies the character of the area. The objectives for the office accommodation (Phase 1) includes (but is not limited to): (a) create a more modern, spatially and energy efficient and sustainable building and generating an income from the letting to suitable third parties; (b) improve flexible and remote working patterns to meet modern ways of working and improve employees' flexibility; (c) improve staff productivity and working experience through creating an improved, modern environment with natural light, ventilation and ease of movement; (d) improve collaboration and joined up working amongst staff at all levels through increased provision of an open plan work-space, meeting rooms, breakout spaces and group areas; (e) maximise utilisation of technology to improve aspects of Council service delivery and operation; (f) provide a new focus for joined up public service delivery in Colywn Bay; (g) put the operation of local democracy where it belongs, in a quality setting accessible to the public in a highly flexible and sustainable building; (h) improve links to the community through improving access to multiple face-to-face services in one location in an inviting and inspirational building; and (i) demonstrate transparent democracy, inclusiveness, community participation and civic leadership through building design. Phase 1 is to be delivered by 2017, and will then enable Phase 2 to be progressed. The development partner will re-develop the existing Civic Centre site in Eirias Parc (Phase 2) which will become vacant following the relocation of employees to the new office accommodation (Phase 1) build in Colwyn Bay. The objectives for the Civic Centre (Phase 2) includes (but is not limited to) a delivered regeneration project which: (a) supports the Council's Office Accommodation Strategy, Bay Life + Masterplan, and the Council's Corporate Plan, and complements the adjacent uses and seeks to enhance the relationship with Eirias Park and Porth Eirias; (b) is of high quality design with respect to local character; (c) sustainable design and construction; Vacant possession and therefore physical works for Phase 2 can only take place once Phase 1 has been delivered. The development partner will deliver such other works designed to facilitate the delivery of the Council's Office Accommodation Strategy, Bay Life + Masterplan, and the Council's Corporate Plan (Phase 3) as agreed between the parties. The Council is looking to achieve social value objectives through the procurement process which will be delivered as part of the implementation of the project. These objectives are likely to include (but not be limited to): (a) Engagement with Small and Medium Enterprises (SMEs). (b) Opportunities to utilise local labour. (c) Provision of apprenticeships. (d) Local training schemes. (e) Community engagement.
