Expected Contract Length 10 - 12 weeks Latest start date Friday 15 January 2021 Budget Range Capped Time and Materials Maximum blended day rate = £850.00 Maximum spend capped at £100,000.00 Why the Work is Being Done The Dartford Crossing is critical to the strategic road network in the South East of England. A road user charge has been collected at the Dartford Crossing by HE (on behalf of the Secretary of State for Transport) since 2003 (under the brand name “Dart Charge”) to manage high demand for its use using powers under the Transport Act 2000. A new service delivery model is proposed for the second generation Dart Charge service (“Free-Flow Charging”). Three service delivery packages will be procured with each package delivered as a complete managed service, including people operations, systems and maintenance. Please see links below for further information. - https://ted.europa.eu/udl?uri=TED:NOTICE:411144-2019:TEXT:EN:HTML - https://ted.europa.eu/udl?uri=TED:NOTICE:464283-2019:TEXT:EN:HTML To complement the three service delivery packages, Highways England are planning to procure Application and Data Management Services to support the development of the FFC MI Data Hub In advance of going to market for a supplier to develop the FFC MI Data Hub, we are looking to secure specialist resource to advise on the high-level design of the system. The FFC MI Data Hub will enable HE to develop one-view reporting across the service delivery packages and will be the repository for MI from the Dart Charge service. Problem to Be Solved Each service delivery package will provide a MI data to the FFC MI Data Hub, which will be built in HE’s Azure environment. For each FFC Service Provider, a set of standard reports will need to be developed using Power BI so that Service Provider performance reports can be verified using data in the FFC MI Data Hub. Ahead of this larger procurement exercise, HE aim to obtain advisory services to support the outline design of the FFC MI Data Hub. The supplier will be responsible for drafting and agreeing the following documents in accordance with HE processes: • High Level Design, including information security assurance ; • Data Protection Impact Assessment; • Outline Service Support model. This work requires engagement with the FFC team, the Enterprise Architecture, Data Architecture, Data Governance, Information Security, and Information Rights teams within HE. The aim of the project is to complete agreement of these documents in advance of going to market for the development of the FFC MI Data Hub in March 2021. The winner of this work will be excluded from bidding for the development of the FFC MI Data Hub itself. Who Are the Users The relevant users are: • The FFC team, who will require the supplier to ensure that the High-Level Design will deliver a solution that reflects the requirements and timescales of the project. • The Enterprise Architecture Group, who will require the supplier to design the system in accordance with Highways England’s enterprise architecture principles and hosting strategy, and provide documentation for their assurance. • The Data Architecture team, who will require the supplier to design the system to align with Highways England’s existing data architecture infrastructure. Early Market Engagement N/A Work Already Done We have made substantial investment in our data management infrastructure using the Microsoft Azure cloud, which should provide the underpinnings of the FFC MI Data Hub design. Working Arrangments Our business is located across the whole of England and so are our teams and suppliers. We would expect our supplier to work flexibly and be mobile when required, but also support remote working and the utilisation of collaboration tools. Is there currently an incumbent? No. 2. Will the successful supplier be excluded from bidding for the future development? Yes. The reason is that the deliverables from this procurement will be feeding significant information into the requirements for the later phases. Without this initial discovery phase we are unsure of the scope which will impact the cost/procurement approach of the later phases. It is hoped the discovery will help decide how we take this forward. 3. The answer to Q2 does not seem clear to us. Could you please expand on this please. How does your answer relate to the winner being excluded from further stages if this project is to go live? This relates to fair and open competition. The supplier for this phase of work will input into the preparation of the procurement documentation for the later phases. This is likely to result in providing the supplier a significant advantage over other bidders, distorting any future competition. 4. Should the bid be submitted on the bravo portal or on DOS? We will be shortlisting in the first instance, so scoring your capabilities using the standard DoS scoring methodology against your capability to meet our 9 essential skills (which are detailed in the DoS advert). Deadline for the shortlisting submission is midday on 11/12/2020. Shortlisting submissions should be sent via the DoS portal anytime before the deadline. We will be taking a maximum of 5 suppliers through to the tender phase. We will switch the management of the procurement for the tender phase to the Bravo e-Sourcing portal should you be shortlisted. 5. Can you please advise the timelines of this procurement (e.g. shortlisted companies notified, anticipated contract award)? Also, can you confirm if shortlisted suppliers will have the opportunity to present? Shortlisted suppliers will be notified as early as possible week commencing 14th Dec. The following timeline for the tender phase are provisional. It is anticipated final tender documentation will be published later in the w/c 14th Dec. The Tender Return date will be later in the second week in January with contract award anticipated for third week in Jan. It is currently not planned to give suppliers the opportunity to present. 6.
