Summary of work A dedicated and flexible resource team is required across the South West regional systems and clinical networks to accelerate the implementation and integration of diagnostic digital systems and functionality in line with the aspirations of the national DDCF programme (https:digital.nhs.uknewsevents2021-eventsdiagnostics-digital-capability-programme-supplier-webinar). Such acceleration demonstrably improving performance indicators across Cancer, UEC and elective performance and seen as an essential supplier requirement. The procurement for this SW regional digital transformation support function will look to deliver external capacity and capabilities to work in parallel with local, system and clinical network diagnostic and digital staff. It is anticipated that this function will be live and available from Q4 2324, and continue in 2425, subject to necessary approvals and the availability of funding. The programme may have to be geographically flexible due some SW system diagnostic providers sitting in SE regional networks. For example, for imaging sharing GWH is included in West of England, Salisbury is part of West of England and part of imaging sharing solution but PACSRIS consortium is via the SE. Where the supplied staff will work South West England Who the organisation using the products or services is NHS England – South West Why the work is being done To provide resource capacity and capability (for clearly specified deliverables) to accelerate the implementation and integration of regional digital diagnostic systems as per the aspirations of the DDCF Programme, NHS Long Term Plan and other NHS strategies and plans (AI acceleration Data Saves Lives Goldacre review etc.). The itional resource capacity being seen as crucial to drive a) improve regional digital diagnostic capabilities (i.e. across organisational boundary system and device integration) b) improvements in patient outcomes and c) improved performance indicators around cancer, UEC and elective recovery and other related metrics. The funding driving this procurement is specifically required to show demonstrable results in a time frame of 6 -12 months. Suppliers therefore need to be cognisant that the South West digital diagnostic high intensity enablement team should consist of scientific and technology specialists with experience of implementing and integrating the types of systems listed above (Technical doers) and NOT heavily weighted towards project management relationship management experience.(For clearly specified deliverables - see attached PID) The business problem Integrated and interoperable digital technologies play a crucial role in improving patient care. The acceleration of adoption is essential to release efficiencies across patient pathways. The itional capacity is required due to a lack of local system-based capacity in light of multiple digital and clinical work programmes. The people who will use the product or service User type: NHS England who oversee the regional wide digital diagnostic programmes and associated clinical networks from an assurance, funding and governance perspective. This will include regional digital and diagnostic team members. Definition: The South West digital diagnostic high intensity enablement team will be focused on the implementation and integration of current or recently procured digital diagnostic systems across the SW region. User type: The SW Regional Integrated Care Systems (ICSs) and their local organisations who will be utilising the itional resource capability across their digital IT and clinical teams. Definition: The South West digital diagnostic high intensity enablement team will be focused on the implementation and integration of current or recently procured digital diagnostic systems across the SW region. User type: The Diagnostic Networks (who may cover more than one ICS) teams and their local provider partners engaged with the roll out and use of digital diagnostic systems. Definition: The South West digital diagnostic high intensity enablement team will be focused on the implementation and integration of current or recently procured digital diagnostic systems across the SW region. Work done so far Please see PID(attached). Which phase the project is in Not applicable Existing team Senior Stakeholder (names to be determined) is NHS England from an oversight and governance perspective - with strong engagement from SW regional clinical networks. The contract will be held by one of the SW ICSs (from a legal perspective) with contract management through IT Digital Clinical representatives within that organisation. This is most ly to be Royal Cornwall Hospitals NHS Trust and or Somerset NHS Foundation Trust where senior representatives (with supplier face offs to CIOs CCIOs Senior Digital and IT leads) to be determined. Suppliers should be cognisant of a team structure crossing a large number of organisational and team boundaries and should be able to show experience of working in similar settings. Address where the work will be done The locations at which supplier supplied resource is required will be a mix of either on site physical data centres across the following SW based NHS locations: Royal Cornwall Hospitals Trust, University Hospitals Plymouth, Torbay and South Devon, Royal Devon University Hospitals (North and East), Somerset FT, North Bristol Trust (to note links to regional UKHSA), UHBW, RUH Bath, Gloucester FT, Salisbury, Great Western Hospital, University Hospital Dorset and Dorset Community Hospital. Or Cloud based systems managed by the above organisations. or Cloud based or Physical Data centres hosting external suppliers systems used by the above organisations. Suppliers should be cognisant that digital diagnostics also has a community diagnostic centre (CDC) component which may also include mobile community-based elements (scope of work to be determined in discovery phase) Working arrangements The required supplier resources within the South West digital diagnostic high intensity enablement team will be working on projects with individual or a ion of Trusts under the direction of a combination of stakeholders across cancer and diagnostic networks, regional NHS E teams and localised IT Digital or clinical teams. The expectation is that the supplier will provide resources that may be required to travel extensively across the SW - especially where implementation or integration requires physical presence from a technical perspective or physical F2F is a stakeholder preference. Expenses are expected to be included in all supplier pricing as per specified outcomes. The supplier can be geographically based in any UK location but its teams, and any sub-contractors, are expected to have no issues regularly visiting or travelling across the SW geographies. Security and vetting requirements Baseline Personnel Security Standard (BPSS) More information about the Security requirements: There are no security clearance requirements for this procurement. At a minimum, suppliers should have working knowledge of NHS security requirements and resources supplied should have Standard (BPSS) checks. Please note that technical on-site presence - especially at supplier data centres - may require itional security clearance requirements depending on any co-lo setups.
