Description

1 x Systems and Process Lead (Fraud and Error) based in Dundee or Glasgow - Home working during COVID-19. This post will form a part of the Social Security Scotland’s Fraud and Error Resolution Unit. The role will involve collaborating with the Social Security Programme, DWP & Operational Agency fraud, error and debt teams to lead the design, implementation and continuous improvement of counter fraud and error controls, and associated requirements for reporting and accounting, to enable the Agency to effectively administer benefit payments. Responsibilities will include: - Working closely with technical architects and programme colleagues to lead the design & testing of systems, processes & controls required to deliver the Social Security Agency’s outcomes - Project manage various implementation activities per benefit as devolved; requirement sign off, test strategy, etc. - Raise awareness of Risk & Control gaps across Agency and Programme, lead impacting and influence prioritisation via relevant governance forums - Develop Continuous Improvement capability within the team and drive continuous improvement to systems & processes to enhance financial control & efficiency - Work closely with Fraud and Error and Finance SME (subject matter expert) within Social Security Scotland on all payment related systems & processes - Provide scrutiny & constructive challenge of options appraisals, change requests & business cases to ensure fraud and error prevention, debt identification and accounting requirements are met - Manage escalation of issues with technical support team - Collaborate with Programme and Technical Support teams to address root cause of recurring error issues and ensure appropriate solutions identified and prioritised in development queue - Collaborate with Operational teams to share key learnings, pain points, procedural issues and leverage relationships & communication channels to change behaviour and improve procedural compliance rates
