Description
The Association of North East Councils trading as the North East Procurement Organisation (NEPO) has established a framework agreement for the supply of rock salt in bulk and bagged forms required to enable contracting authorities to meet their winter maintenance services responsibilities. The products will be delivered to a notified list of delivery sites for North East located contracting authorities and designated sub-regions across the UK for all other contracting authorities. The framework agreement for the supply of rock salt is to be made available for use by all contracting authorities throughout the North East region (as defined by the Public Contracts Regulations 2015) including but not limited to government departments and their agencies, non-departmental public bodies, central government, NHS bodies, local authorities, emergency services, coastguard emergency services, educational establishments, registered social landlords and registered charities who have a need to purchase the above supplies. The framework agreement will be awarded to a maximum of two (2) suppliers. Awarded suppliers will be mapped on a matrix which demonstrates their specialisms and their ability to supply geographically. The contracting authority will issue a call-off by way of direct award without opening up competition or through the operation of a mini-competition. The call-off contract will be on the terms specified in the call-off terms and conditions, supplemented as appropriate by such details as price and quantity which will be specified in the call-off order.
