Description

Manchester Airport Plc (MA), part of the Manchester Airports Group, wish to procure architecture services together with multidisciplinary engineering services in respect of their 10 year capital investment programme which aims to transform Manchester Airport (the Manchester Transformation Programme or MTP). It is intended that the MTP will position the airport as the ‘Northern Gateway’ and create a modern transport hub. The MTP includes, but is not limited to: expansion of Terminal 2 building, 3 Nr new piers including air bridges, new stands and taxiway developments, new multi-storey and surface car parks (to primarily replace displaced parking due to apron redevelopment), and the relocation of existing facilities. MTP is aimed at delivering light, bright, modern facilities with the ability to accommodate future growth in line with the MTP. MA wishes to commission architecture and multidisciplinary engineering services. The procurement is structured in 3 lots. Namely: (a) Lot 1 — Architecture; (b) Lot 2 — Multidisciplinary engineering (c) Lot 3 — Integrated design (i.e. architecture together with multidisciplinary engineering). MA may award 1 or more lots under this Procurement. If at any stage MA considers that it would not be appropriate/necessary to award 1 or more of the above lots, MA reserves absolute discretion to cancel such lot(s) including, in particular, following evaluation of PQQ Responses. MA will not be liable for any loss suffered by Bidders following a decision to cancel 1 or more lots. The architecture services (comprising lot 1) include taking the developed Concept Design (RIBA Stage 2), developed by others, to RIBA Stages 3 and 4 (and 5 and 6 if required), together with supporting planning applications, concessionaire liaison, operational capacity and flow analysis, model building, BIM/3D modelling, contribution to Programme Gateway Reviews. The entity appointed under lot 1 or lot 3 to provide architecture services will be required to take primary design responsibility for a number of areas and will be Lead Designer for the terminal. The multidisciplinary engineering services (comprising lot 2) include (but are not limited to) mechanical and electrical engineering services; civil and structural engineering services and airfield planning and engineering services. The multidisciplinary engineering services include taking the developed Concept Design (RIBA Stage 2), developed by others, to RIBA Stages 3 and 4 (and 5 and 6 if required). The entity appointed under lot 2 or 3 as the multidisciplinary engineering consultant will be Lead Designer for the airfield, land-side and car parks. In addition, the Engineering Consultant will be required to co-ordinate and co-operate with the broader design team (Programme Integrator, Managed Services Provider etc.) to undertake a contributory role in a number of areas.
