York has an established community treatment service for people with substance use disorders, which includes an abstinence-based day rehabilitation programme where customers continue to live in York, usually in their current housing. We expect to fund residential rehabilitation placements for 5 individuals ordinarily resident in City of York per year by 2024-25; actual numbers will be determined by customer need and funding available. York has maintained a small budget for residential rehabilitation placements for substance use disorders for several years, but the £20,000 funds available from the core Public Health budget will now be supplemented from York’s Supplemental Substance Misuse Treatment and Recovery Grant associated with the Government’s ‘From Harm to Hope’ 10 year drugs plan. Pre-placement agreements will be established with a range of providers. The aim is to facilitate matching of customers’ needs and preferences with appropriate rehab placements in terms of: rehab philosophy/approach, specialisms (such as whole family or gender-specific placements, or working with criminal records that may be prohibitive in some rehabs, history of sex work or mental health diagnoses) and location. Waiting times/availability and customer preference and need will determine which provider is approached for any given customer. We will not set an annual quota of placements per provider and there is no guarantee of placements for any provider with a pre-placement agreement in place. Relevant providers can apply to join the preferred providers list in the first three and a half years of the four-year lifetime of the arrangement, but we hope that a good number of providers will apply within the first four weeks of the opportunity so that contracts can be issued as soon as possible.
