Aberdeen City Council is seeking proposals from suitably qualified and experienced individuals or organisations to act as a Technical Consultant to Aberdeen City Council and Aberdeen Heat and Power in respect to developing a District Energy Transmission Pipeline Route from the NESS Energy from Waste facility located at the East Tullos industrial estate to the City Centre. The purpose of this Invitation to Tender is to seek proposals from suitably qualified and experienced individuals or organisations to act as a Technical Consultant to Aberdeen City Council (ACC) and Aberdeen Heat and Power (AHP) in respect to developing a District Energy Transmission Pipeline Route from the NESS Energy from Waste (EfW) facility located at the East Tullos industrial estate to the City Centre (the Project). The EfW facility has been separately developed as a joint project by Aberdeen City, Aberdeenshire and Moray Councils. The overarching objectives of this commission are to: 1 - Review and confirm the means of connection to the EfW heat distribution facility to supply and distribute heat. 2 - Review and confirm the most appropriate pipework routing from EfW heat distribution facility to the city centre. Including a desktop study of existing utilities to identify potential routing issues at an early stage. 3 - Development of a techno–economic model for the Preferred Option. 4 - Assess the economic viability of the proposed route and suitability of the existing EfW heat distribution facility to supply the loads in the city centre as a minimum but with the potential of expanding to other networks in the city. 5 - Development of the proposed route to RIBA stage 3, to include route proving and utility surveying, costings and stakeholder engagement. 6 - Development of Green Book Compliant economic case and supporting techno-economic model for the inclusion in an Outline Business Case (OBC) (NB for the avoidance of doubt, the delivery of the OBC does not form part of this procurement). 7 - Support the development of financial modelling and financial analysis (to be undertaken by AHP). 8 - Engagement with stakeholders necessary to prove the proposed route from the EfW heat distribution facility to the city centre (with support where required from ACC and AHP). 9 - Engage and communicate effectively with internal and external stakeholders. 10 - Develop a high level programme for the further development, approval, construction and operation of the preferred district energy transmission pipeline route, and physical and commercial interfacing of existing plant and the preferred network option.
