Financial Advice upto Outline Business Case for Extra Care PFI Stoke-on-Trent City Council is seeking to appoint a financial advisor to support the development and procurement of a Public Private Partnership (PPP) for its Non-HRA Extra Care Housing PFI Project. The council has in place Member support and CLG approvals to take the project to the Outline Business Case stage which is to be submitted by 27th of February 2009. The scope of service required is provision of financial advice and assistance when requested or required in keeping with the description of work stages, and in particular, provision of advice on the procedures and practices relating to: • Preparation of the CLG/Treasury PFI VFM and PFI credit model • Options appraisal quantitative and qualitative assessment • Competition and market interest • Value for money and affordability • Payment Mechanism • The Public Sector Comparator • Accounting treatment and compliance with relevant accounting tests • Tax • Insurance • Application of the Treasury Green Book (e.g. Optimism Bias) • General PFI advice from a commercial perspective, e.g. on financial models, benchmarking of swap rates, etc • Risk assessment
