Summary of the work Visulaisations in PowerBI Requirements Gathering Testing and validation Process review and SOP creation Data Assurance and Quality management and reporting Expected Contract Length 2 years Latest start date Tuesday 1 February 2022 Budget Range Up to £180,000 Why the Work is Being Done The Trust are implementing a new 5-year strategy with some ambitious goals. To support this strategy the Trust needs to be collating data from the many source systems in use across the Trust into the Data Warehouse, bringing this data into an appropriate data architecture and then visualising this data back to show the impact of the changes made to achieve the Trusts goals. There is also an initiative to improve the Trusts Data Assurance and improve data quality. The complexity of the data, the number of source systems where data is not available to the Data Warehouse, the need to improve the catalogues of approved metrics, the ever-changing landscape and building asks for data, the Informatics team requires the ability to work alongside strategic partners that can support flexing the workforce as needed to the areas where there is most need. Problem to Be Solved We are looking for ongoing support: estimated at 3 full time equivalents, who can be changed for individuals with appropriate skill sets as needed to support data modelling, creating certified datasets, metrics definition, requirements gathering, report visualisation and data and quality assurance. There is not a fixed delivery plan at present, so depending on trust priorities skilled resources will need to be able to be adapted to the current requirement. These individuals need to understand national requirements and definitions to ensure that defined and agreed metrics support national guidance and reporting. This needs to allow for an increase in available resources over the allocation at a fixed cost rate. Due to the ongoing requirements of the Trust, projects will be initiated as needed, and will depend on timeframes as to the level of resourcing that may be required, over the core 3 FTEs listed above. Who Are the Users As a customer I need to be able to call on additional resource to support the team when there is varying demand for Informatics service. This will provide the Trust with a faster transition and reduce reliance on individual contractors. The Trust has five separate Informatics teams: Informatics, Performance, Quality Improvement, Clinical Informatics, and the Biomedical Research Centre (BRC); and there is a shift to aligning these resources to ensure all teams work to the same data principles and processing. Is the £180K budget for the full two years? or just a portion of this contract length? £180 k is per year maximum - in addition to the 3 WTE, there is the possibility for extra projects or resources will be funded as needed. 2. Is this tender applicable for small business with the required technology and skill sets? Fine for small business, as long as have the skills needed to flex to what is required. 3. Can you please clarify the absence of Technology mentioned in description in the Essential and Nice to have skills ? We use PowerBI, Azure Data Factory and SQL. Individuals for this role will mainly need to be skilled in PowerBi and Excel, working o predefined data sets. In some instances may need skills to create data sets. Also looking for people who can define requirements from users of our source systems. 4. Please could you provide some information around the existing Data Warehouse and the technologies in use? We use Microsoft Data Factory as PaaS. SQL. Visualisation through PowerBI. 5. For the essential skills questions above, are you expecting a statement of methodology and standards, or evidence using a customer example, as per the DOS response guidance? Yes, you do not have to have a formal written ploicy in place 7. Can an SME with no prior NHS experience bid for the project ? Of course, but experience of organisations like the NHS with similar cultures and habits would be an advantage 8. Can you please affirm if you have an SME champion in the organisation ? This depends on what is being worked on. But in general we have an SME for each request. 9. Regarding “How is your organisation structured to manage the flexing of staff depending on the needs of the service ?” What is the amount of staff you need to flex and support the growing workload ?What timelines do you plan to help enable expansion ?How does this requirement SME to fairly compete against the big onshore suppliers ? This is an unknown quantity and will depend on any given project that arises. It is unlikely to be more then 2 or 3 people at most for any project and more likely 1. 10. In the Essential Skills, can you please elaborate on “support the visualisations and models” ? What kind of models do you have and need support on ? Is it machine learning models or AI models or simple data analytics models ? We would be looking for individuals to support building data models, and visualising data to requirements, possible defining the requirements. 11. Can we check who is the incumbent supplier for the project ? There is no incumbent supplier, this is a new ask. At present we bring in indivudal consultants but this takes time to find individuals and get them up to speed, so we are trying to find an alternative way to manage this. 12. Can you please elaborate with examples on the Assurance Methodology and High standards ? Please provide some examples in the incumbent supplier. We are trying to implement assurance methods including SOPS, Data Quality checks and process validation. We want to know what sorts of processes you use to ensure that what your team are providing is to a good standard and how you can help us improve our assurance.
