Tender description
The Housing Division is required to respond to increasing regulatory expectations, including the introduction of the Competence and Conduct Standard, which comes into effect in October 2026. This standard requires social housing providers to evidence that staff have the appropriate skills, knowledge, experience, and display the right behaviours to deliver safe and effective services. The framework will enable Leicester City Council (LCC) to commission training and learning provision on an as-required basis throughout the duration of the framework. About the buyer
Leicester City Council buys as a local authority. Some contracts run through outside frameworks, including ESPO and the Government Commercial Agency. Suppliers apply to those bodies directly to become approved framework suppliers. Supplier selection also weighs social value, such as local job creation and environmental impact, alongside price.
Over the past 5 years, most of Leicester City Council's contract awards have been in transport services, construction work and software and information systems.
