Description

Kent County Council (KCC) is responsible for improving the health and wellbeing of the people of Kent. The provision of effective drug and alcohol treatment services is a key part of KCC’s strategy to improve public health and reduce inequalities across the county. Community-based drug and alcohol services are currently commissioned for both adults and young people in Kent. The Residential Recovery Service forms part of this provision and supports individuals in their recovery and towards a life in the community free from drugs and alcohol. The Residential Recovery Service intends to deliver supervised, short-term housing to individuals who are abstinent from drugs and alcohol to aid their recovery journey into permanent housing. The objective for the Residential Recovery Service is to provide support to the most vulnerable people in Kent who are recovering from drug and alcohol misuse and do not have secure accommodation. The main aim is to support continued recovery and enable individuals to lead and fulfilling life in independent accommodation. The Residential Recovery Service will provide time-limited recovery support for those who are at risk of homelessness, or people who are homeless and are transitioning between drug and alcohol services and independent living. Specifically, the Residential Recovery Service will provide: • Continued drug and alcohol recovery support Temporary accommodation/housing related support to secure treatment journey progress • Extended recovery support e.g. Life skills to be better placed to sustain recovery outcome and stable housing in the end of treatment. Service Users at risk of homelessness will be provided with private temporary accommodation for an average stay of 6-12 months and a maximum of 18 months. Residents will receive psychologically and trauma informed recovery support and advice around their former drug and alcohol use. The Residential Recovery Service is to be made available to people in drug and alcohol recovery resident in Kent who are over 18 and have an identified housing related support need. Service users must be already engaged with recovery and have a commitment to remaining abstinent (i.e. individuals must not engage in alcohol or illicit drug use at all, either indefinitely or for a short period of time). The service is anticipated to commence on 1 April 2024 and will continue for a period of 4 year(s) (48 months). There is the potential for two contract extensions with each being 2 year(s) (24 months), depending on both the success in achieving the required outcomes and the availability of further funding. Whilst Service Delivery will commence on 1 April 2024, it is anticipated that the new contract will start on 2 January 2024 in order to allow for a 3 month mobilisation period. The Residential Recovery Service is a social services which falls under the requirement Regulation 74 of the Public Contracts Regulations (2015) and as such, the intention is to use a light touch regime, rather than the full regime described in Regulation 27. Our intention is to issue the tenders on 11 August 2023. The deadline for receipt of tenders is 17:00 hours on 14 September 2023. However, if there are delays, the deadline for receipt of tenders will be amended accordingly. Keywords: Drug and Alcohol Services, Residential Recovery
