Pre-market engagement A future opportunity notice was published on 20th August 2025 (https://www.contractsfinder.service.gov.uk/Notice/1df22275-078e-4dc4-9014-c1e991b0daf) which invited suppliers to express interest and provide some supporting information to inform the procurement. The key themes drawn from this exercise were the importance of knowledge transfer, collaboration and embedding strategic outcomes. A briefing session was held with suppliers on 3rd November 2025 which provided an overview of the programme and the associated requirements. Work done so far The organisation's Digital and Data Strategy was approved by the Board in October 2024, which formed the basis of the Commission’s SR26 bid submitted to HMT in April 2025. The SR26 bid secured investment for digital transformation over the three-year period commencing April 2026 and we are now working to mobilise the organisation for transformation in readiness for April 2026. The organisation has not completed Discovery work at this stage, which will be completed during the first phase of the programme. Which phase the project is in Not started Existing team The supplier will work with multiple areas of the Commission including Digital, Data and Technology (DDaT), Project Management Office (PMO), Service Owners, Executive Leadership Team and Subject Matter Experts (SMEs) from operational areas. We want charities to be able to use digital technology to give us the information we need in the most resource and time efficient way. We also seek to evolve and improve the effectiveness of our existing online services, business processes and focus on how trustees interact with us so they can easily find what they need themselves. Where the supplied staff will work North West England Where the supplied staff will work London Where the supplied staff will work South West England Where the supplied staff will work Wales Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done The Charity Commission Strategy 2024-29 translates into six strategic aims: 1) An excellent user experience: We will enhance the quality, efficiency, and usability of our services providing a seamless user experience for compliant charities through optimisation of all the digital capabilities available to us 2) A more joined up Regulator: We will exploit opportunities to work with our government partners and other external stakeholders to provide smarter, more integrated services, that support the principles of “File Once” and combine to provide more enriched views of the charity sector 3) A more open and transparent Regulator: We will seek opportunities that support further openness and transparency of our data to help charities demonstrate their impact, good governance and to share clear information on the size, scale, and impact of the sector as a whole, further building public trust and confidence 4) Better use of resources and expertise: We will seek opportunities to streamline and automate high volume, low value elements of our regulatory processes and practices so that skilled resources can be assigned to more impactful regulatory activities 5) Building Trust in our data: We will implement new policies, working practices and systems, whilst focusing on the data literacy of our workforce, to improve the accuracy and consistency of our data - driving evidence-based decision making and supporting our wider data driven ambitions 6) An intelligence led Regulator: Our regulatory decision making will be supported by improved and more targeted intelligence based on the assessment of information from multiple sources, enabling tailored interventions to help charities get it right and resolve emerging risks at an earlier stage The overarching programme has secured funding for a three year period between April 2026 and March 2029. The business problem you need to solve Registration: we have an opportunity to streamline and modernise the onboarding process for new charities to make it faster and more user-friendly. We have also identified the need to upgrade our online application system to a more efficient, technologically advanced platform that enhances accessibility and reduces complexity. Digital Services: we have an opportunity to redesign and integrate digital services to deliver a cohesive, seamless experience for users. By modernising these systems, we can reduce burdens associated with compliance and significantly improve the Commission’s operational efficiency. Public Register: we have an opportunity to improve data quality and expand the availability of charity information in the public domain to increase transparency and value. In doing so we will be able to reduce information rights requests and optimise resource allocation. Case Management: we have an opportunity to transform our case management processes and systems to handle high volumes of regulatory work more efficiently. Accelerating response times will strengthen the Commission’s ability to deliver timely interventions. Engagement: we have an opportunity to develop enriched data and systems to enable strategic engagement with trustees and stakeholders. A deeper understanding of these people will allow us to deliver tailored guidance and content to those who need it most and have a more sophisticated approach to our relationship.
