1.IntroductionThis PCI has been prepared to highlight principle health and safetyissues arising from the proposed fitting out of Careers Wales Barry, 49 Holton Rd, Barry CF63 4HFRegulation 4: (4) A client must provide pre-construction information as soon as is practicable to every designer and contractor appointed, or being considered for appointment, to the project.Regulation 11: (6) The principal designer must—Assist the client in the provision of the pre-construction information required by regulation4(4); and(b) so far as it is within the principal designer’s control, provide pre-construction information, promptly and in a convenient form, to every designer and contractor appointed, or being considered for appointment, to the project.Regulation 12:(3) The principal designer must assist the principal contractor in preparing the construction phase plan by providing to the principal contractor all information the principal designer holds that is 4 of the PCI relevant to the construction phase plan including—(a) Pre-construction information obtained from the client;Any information obtained from designers under regulation 9(3)(b).The Principal Contractor shall use and develop this information as part of his duties and responsibilities under the CDM Regulations.Regulation 4(5): A client must ensure that—(a) before the construction phase begins, a construction phase plan is drawn up by the contractor if there is only one contractor, or by the principal contractor: …….Regulation 12:(1) During the pre-construction phase, and before setting up a construction site, the principal contractor must draw up a construction phase plan or make arrangements for a construction phase plan to be drawn up.(2) The construction phase plan must set out the health and safety arrangements and site rules taking account, where necessary, of the industrial activities taking place on the construction site and, where applicable, must include specific measures concerning work which falls within one or more of the categories set out in Schedule 3.This document should be read in conjunction with the associated PCI information referred to within.Description of projectThe refurbishment of part of Careers Wales Barry, 49 Holton Rd, Barry CF63 4HF. The works will consist of: -SoftstripSupply & Install floor coveringsSupply & install ceilingsSupply & install Partitions / Wall Lining / Doors SetsSupply & install Timber Skirting WorksTape & jointingInternal decorationElectrical/ small powerFire SignageLightingVentilationTea PointGlazed ManifestationTilingDisabled Toilet PackThe project is Notifiable under CDM 2015.The location of the site:49 Holton Rd, Barry CF63 4HFProject Dates: Early December 2025 (TBC)Proposed Completion: Early February 2025 (TBC)Client: Careers Wales, Churchill House, Cardiff, CF10 2HHPrincipal Designer: To be appointed designers by the Principle contractor in line with Careers Wales requirements.Other Consultants / Designers: To be appointed by Principle ContractorProposed use of structure / building: Under the Workplace (Health, Safety and Welfare) Regulation 1992 a workplace is defined as any premises or part of premises which are made available to any person as a place of work, and includes:any place within the premises to which such person has access while at work; andii. any room, lobby, corridor, staircase, road or other place used as a means of access from that place of work or where facilities are provided for use in connection with the place of work other than a public road.The site will be deemed a workplace under the aforementioned regulations and therefore must comply with the provisions of the regulationsExisting records and plansA list of available information relevant to this project can be found within the contract documentation. It should be noted that any record drawings and information provided by the client, project manager or design team may not be entirely accurate or provide a complete record. The principal contractor should verify the accuracy prior to commencing work.All principal contractors who have submitted an interest to tender for the project must arrange a site visit to survey and measure the site on a date and time agreed by Careers Wales. Please note due to the current Covid 19 situation and to keep human interaction to a minimum only two persons from each principle contractor are to a attended the pre-planned site visit.Asbestos R&D survey to be undertaken by the Principle ContractorTenders for this work can be submitted in Welsh. Tenders submitted in Welsh will not be treated less favourablythan those submitted in English. The closing dates for the Tender will be the same for those submitted in Welshand English. Environmental Design & Construction HazardsAdjacent land uses:The site is on a commercial high street and consideration must be given to the neighbourhood.Hazardous materials: It is not anticipated that the Principal Contractor will encounter any stored hazardous materials left by the Client on this project.Existing services: The Principal Contractor must make suitable and sufficient enquiries and investigations prior to starting work to ensure that all services have been identified and made safe and any hazardous conditions have been identified and controlled. All services must be treated as LIVE, until checked and tagged by a competent person.Existing structures: Terraced two storey office building with residential property abovePrevious modifications, fire damage …etc:None noted.Health hazardsAsbestos: Asbestos present a survey must be undertaken by the principle contractor before works begin on siteThe Control of Asbestos Regulations 2012The regulations require mandatory training for anyone liable to be exposed to asbestos fibres at work (see regulation 10). This includes maintenance workers and others who may come into contact with or who may disturb asbestos (e.g. cable installers) as well as those involved in asbestos removal workAll employers have a legal duty to prevent the exposure of their employees to asbestos, or if this is not possible to reduce it to the lowest possible level. The Control of Asbestos Regulations 2012 requires them to manage the risk from asbestosNotwithstanding the results of any survey; if during the course of the works any further suspect material is discovered, then the work must be stopped immediately and advice sought from the Client.The Principal Contractor must keep the Project Manager and the Principal Designer & Client informed of any incident and action plans.Hazardous materials:DustThe Principal Contractor is required to take steps generally to control the emission of dust by, careful selection of work techniques and methods for example damping down, however, where creation of dust is unavoidable and damping down techniques cannot be used, appropriate Personal / Respiratory Protective Equipment (R/PPE) is to be worn by operatives and suitable methods for the protection of the public should be identified. These arrangements will need to include arrangements for face fit testing as necessary.Noise and VibrationThe Principal Contractor should outline their proposals in his CPP for noise and vibration control, both in respect of being a hazard to the health of site personnel, and as a potential operational, public, or statutory, nuisance.Use of Substances Hazardous to HealthCommon materials used during construction may present health and safety hazards requiring the Principal Contractor to carry out COSHH or other risk assessments and to introduce control measures which should be included in their CPP.SIGNIFICANT DESIGN AND CONSTRUCTION HAZARDSDesign assumptions and control measures:See Hazard risk registerCo-ordination of ongoing design:All changes to design, work methodology and sequences for assembly etc. that have specific safety implications must be reported to the contract the client as practicable to do so.Significant risks identified:The Principal Contractor should address the following significant risks associated with the design. It is essential that the programme construction phase plan properly addresses the issues related below in the form of safe systems of work before the work commences on site.Summary of significant risks identified through design:Working at height;Manual handling of materials and equipmentInterface with members of the public (deliveries)Hot works; Busy road and limited parking;Noise, Vibration;Slips, trips and fallsLimited working areasAsbestosSafe systems of work:The Principal Contractor is to develop Safe Systems of work depending on the work being undertaken. Suitable operatives should be used depending on their skills, knowledge, experience and training.THE HEALTH AND SAFETY FILEThe Health and Safety File must be compiled by the Principal Designer. A draft will be issued with this PCI. The document must be ‘user friendly’ and where relevant to this project include the information outlined in the CDM Regulations 2015.The client will require one hard and one electrical copy.A typical suggested outline requirement of the H&S File is as follows.
