Summary of the work A specialist is required by MOD MedIS Programme CORTISONE to provide high quality independent advice on strategy, alignment of clinical specialisms, product definitions and system design to ensure clinical safety. Key to this role is an extensive understanding of the healthcare sector complimented with a broader knowledge of Defence. Specialist role Data architect Expected Contract Length Two years with an option to extend for 6 months if required. Latest start date Monday 3 April 2023 Maximum Day Rate £1,800 per day (Ex VAT). Maximum limit of liability of £400 per month for Travel and Subsistence (T&S). Suppliers must use the Authorities Purchase Payment Tool (CP&F) or be prepared to sign up to the tool. A working day will be 8 hours (Monday – Friday) which includes a 30 minute lunch break during the working hours 0700 – 1900. Upon request additional hours or longer days may be required to support the business or wider team. Funding based on 15 days per month – see working arrangements. Who Speclialist Work With The specialist will work with MOD and NHS Crown Servants, Military Clinicians and MOD contractors who are currently providing both client side and supplier side support. What Specialists Work On MOD MedIS Programme CORTISONE requires a Chief Architect to provide high quality independent technical leadership to enable the delivery of an Eco System of COTS Health Information Applications and Services into the Defence Environment. They will be required to set technical strategy and direction for a multidisciplinary team, enabling the delivery partner to be held to account. This requires a firm understanding of NHS Systems and Services (4 Nations), the Health IT market and Defence Infrastructure to enable design challenges to be overcome and solutions implemented and rolled out to the user in all settings. Skills & Experience • Provide an example of delivering a Health Information System (HIS) capability including NHS Integration. 10% • Provide evidence of recent experience (<12 months) of working within a Central Government environment in a senior/leadership role to deliver a Digital Information System. 10% • Provide evidence of experience of HIS marketplace where you have supported your client to make informed choices when developing procurement options and engaging the market with viable commercial propositions. 10% • Provide evidence of knowledge and experience of conducting Business Analysis and then translating that into Solution Design and Procurements to enable capability to be delivered to the Customer. 5% • Provide evidence of working with a client to support the delivery of a Digital Healthcare Transformation project or programme, shaping the direction and implementation of solution design options. 10% • Provide an example of working with the Defence and Public Sector delivering an information system into the Legacy and Remote Infrastructure Environments. 15% • Provide evidence of knowledge and experience of Healthcare Open Standards, Interfaces and Infrastructure. 15% • Provide evidence of ensuring a system has successfully interoperated with National Healthcare Systems and Services. This would include development of Non-Functional Requirements. 15% Nice to Haves • Describe your experience working with systems within the Deployed Environment. 5% • Describe your experience on working within a Cloud Environment. 5% Work Location Mustang Building, MOD Corsham, Westwells Road, Corsham, Wiltshire, SN13 9NR Working Arrangments MOD Corsham is the base location. Hybrid working with site attendance in line with MOD business needs (Hybrid working is a mixture of working from home and working on site). Some travel to other MOD sites as required. It is anticipated that attendance on site will be required for 2 days per week – but may vary depending on business needs. The CA will work on average 15 days per month – 180 days per year. Security Clearance Valid SC clearance must be in place prior to the contract starting and for the duration of the contract. The Authority will not sponsor any clearance. Additional T&Cs The Cyber Risk Profile for this requirement is: Risk Assessment Reference: RAR 841000211 Cyber Risk Profile: Very Low No. of Specialists to Evaluate 3 Cultural Fit Criteria • Provide an example of a time you have worked as a team with a complex organisation and other suppliers, including knowledge/experience of scaled Agile ways of working. 20% • Please provide an example of a time you have remained transparent and collaborative when making decisions. 25% • Please provide an example of excellent communication, presentation, collaboration and client/stakeholder engagement skills with a wide variety of grades/positions. 15% • Please provide evidence of working client side, providing independent assurance of a large Delivery Partner providing leadership and technical direction, enabling the client to hold the DP to account. 15% • Please provide evidence of knowledge and experience of working at a senior/influencing level in a large (>150 people) multi-disciplinary team responsible for delivering a complex capability to a customer. 25% Assessment Method Interview Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers 1. Could you please confirm if there is a preferred supplier or incumbent? There is no preferred supplier, we're running a fair and open competition. 2. Can you please confirm if this is Inside or Outside IR35? Inside IR35 - the off payroll working rules do apply. 3. We’ve had some interest from well qualified candidates with extensive experience in the NHS however aren’t holding any security clearance, is there any possibility for a successful candidate to be sponsored through security clearance on the job or prior to April start date given the length of the initial contract? No, unfortunately this requirement necessitates a current and valid SC clearance prior to the contract starting and for the duration of the contract. 4. Can you please clarify whether IR35 rules will apply to a candidate who is an employee of the company submitting the response, and who pays PAYE and NIC at source? If the candidate is an employee and their tax and NI are deducted at source, then IR35 is not applicable. IR35, also known as the “intermediaries’ legislation” only applies where an individual provides their services to a client via an intermediary such as a personal service company. 5. Will the 15 days per month be set working days or will they be as and when required (i.e., one week working Monday and Tuesday, the following week being Wednesday and Thursday)? There is flexibility on the average 15 days per month days worked, but to allow for planning of meetings and awareness of availability within the wider program a normal week be agreed upon contract placement – the working pattern will be agreed with the successful candidate to align with both business and individual needs.
