Summary of the work IUS has an ongoing need for Core Technical Support against ‘inflight’ Fixed Voice, MVDS,Conferencing &BPS Run &Change-Projects for Managed-Exit Period delivering technical requirements, including: Support service introductions at all classifications Support service implementation up to 1000-sites Support for NSSR and BAU projects Technical consultation to DD ICT Strategy and Objectives Expected Contract Length 24 Months - with a 6-month option (subject to financial approval) Latest start date Monday 20 March 2023 Budget Range £4,300,000.00 ex vat for 24 months. Within this there is a £160,000.00 ex VAT allowance for Travel and Subsistence. Why the Work is Being Done The Integrated User Services Integrated User Service Programme is responsible for the delivery of Voice Telephony, Video Teleconferencing and Mobile services across all security classifications for Defence. To align with the Digital Strategy, Cabinet Office guidance, and to underpin enablement of the Future Workplace Strategy (empowering a more effective mobile workforce, agnostic of location), Integrated User Service will disaggregate the portfolio of services with differing contract durations. In order to achieve this a requirement for specialist support via a Technical delivery partner contract is required for the IUS Programme to obtain knowledgeable and experienced technical personnel to assure and manage critical outcomes relating to IUS projects to meet standards and performance criteria within a challenging timeframe (before March 2025) Problem to Be Solved Deliver and manage critical outcomes relating to the current IUS programme to meet quality and performance criteria within a challenging timeframe (before March 2025) • Extract the services from the current consolidated contract and disaggregate services by assuring and transitioning to new suppliers in the shortest possible timeframe, minimising any disruption to service evolution and delivery. • Increase Value for Money through more frequent procurements via CCS Frameworks and competitions. • Improve the cyber posture, speed of technology adoption, and service flexibility at a better price point, by ensuring evergreening principles and cloud-based solutions underpin the delivery of all future Integrated User Service contracts. • Reduce the management systems for services by rationalising and aligning to the new service bundles. Who Are the Users All Ministry of Defence Fixed Voice, Mobile and Conferencing Users at Official, Secret and Above Secret Classifications. Existing Team The existing Team is made up of a mixture of civil servants and contractors. Currently PMs and a Project Planner. Additionally there is a Technical Team, a Site Readiness Team, a Security Team, Test Team, Commercial and Finance officers & a Project Information Office. Current Phase Live Skills & Experience • Provide an example of when you have.... • Demonstrated an in depth understanding of Enterprise level voice platforms (IP & TDM, E1, 3G/4G), Mobile devices and enterprise device management, to include architecture, implementation, assurance, and support requirements. (10%) • Had experience of legacy voice networks i.e., Architecture, PABX, ISDN, site wiring, analogue and digital lines, bespoke voice, ACDs, Auto Attendants, legacy infrastructure, distribution frames, Access Circuits and gateways.(10%) • Had experience and understanding of CIS environment and standards ,Capability Introduction, SIAM, ordering systems and billing mechanisms within an organisation of a similar size and scale to MOD.(15%) • Demonstrated understanding of technical requirements to transition services between MSP’s, including FV, Mobile Data Services, BPS, Conferencing, and other enabling services being uplifted from legacy interfaces to IUS services. (15%) • Had experience of Enterprise level Business transformation/transition programme delivery; moving from traditional (Voice, Video, data) services to Unified Communications services. (5%) • Had experience of programme and project level technology change initiatives with examples of technical contribution to management processes. Particularly Impact assessment, Change management, Risk/Issue evaluation and treatment. (3%) • Had experience of new/emerging IP Telephony & Mobile solutions including Cloud based and On-Premis PBX solutions, next generations of Lync 2013 / Skype for Business & Teams Telephony. (13%) Nice to Haves • Provide an example of... • How you are fully competent in MS Office,– Ability to manage existing databases, interrogate and exploit substantial amounts of data, produce formal reports and technical papers. (3%) • Understanding of IUS i.e., Fixed Voice including ACD and Lync 2013 / Skype for Business PSTN integration, Conferencing, BPS, Mobile Voice and Data, Encryption and Professional services. (3%) • Understanding of IUS Projects and the technical requirements to migrate (Voice) users from legacy DFTS services (primality analogue and digital) to the new IUS services (Primarily IP). (3%) • Understanding of the contractual Service boundaries between Managed Service Providers, WAN/LAN, and Integrated User Services (Voice and Video services). (4%) • Understanding of requirements to technically assure a Mobile Voice and Data service that allows access via external networks to closed network services, their Boundary Protection, MDM/MAM, and integration requirements. (3%) • In depth understanding of Boundary Protection Services and Gateways, their security architecture, and use-cases for Official and Secret interfaces in both Video Conferencing and Voice systems. (3%) • Experience in the design, build and assurance activities for Network Equipment Rooms (to deliver technical assistance and technical assurance to Low level designs). (3%) • Understanding of organisation structure and ways of working in relation to Voice, Fixed, Mobile and Video services in an organisation of a similar size and scale to the MOD. (3%) • Awareness of major business change initiatives, and large equipment procurement programmes that impact the CIS provision at affected sites. (4%) Work Location MOD Corsham, Westwells Road, Corsham, Wiltshire, SN13 9NR NOTE: Personnel are permitted to work a hybrid working pattern. It is expected that personnel will work from MOD Corsham 2-3 days per week. Working Arrangments Work onsite 2-3 days per week to work with the programme team collaboratively, attending joint team meetings, workshops etc., attending other sites where necessary and where approved by Line Manager. Flexible working hours and T&S to be agreed and approved by line manager Security Clearance A current and valid SC clearance is required for all workers on the Contract. The Authority will not sponsor any SC Clearances. Additional T&Cs • T&S will be paid based on receipted actuals and in compliance with MoD Policy, no other expenses are permitted. • Suppliers must use the Authority’s Purchase to Payment Tool called CP&F or be prepared to sign up to the tool. • More detail of the statement of work will be provided to suppliers who successfully reach stage 2. (15%) • Explain how you have provided Technical Delivery to enable an organisation to continue the route to full rollout and adoption of policies and templates within delivery areas (20%) • Evidence your ability to mobilise your team quickly and to flex up and down resources to meet the demand of the project, whilst ensuring quality and consistency (5%) • Evidence Communications and Stakeholder Management operating at all levels collaboratively (10%) • Evidence and Relevant, recent experience of developing stakeholder engagement/communications plans (10%) • Evidence and explain how you have understood and incorporated technical requirements whilst ensuring the results remain generic for the business (10%) • Evidence and explain your team-structure and suitable resources availability with security clearances from required date at Corsham with ability to deploy to IUS locations within UK and overseas. (10%) Cultural Fit Criteria • Demonstrate how you will achieve outcome based delivery in a complex IT-environment of a similar size and scale to the MOD, understanding the challenges and approaches to delivery (25%) • Demonstrate how you will work as a team with our organisation and other suppliers, including knowledge and experience of scaled Agile ways of working. (25%) • Demonstrate how you will remain transparent and collaborative when making decisions (25%) • Demonstrate how you will deliver excellent communication, presentation, collaboration and client/stakeholder engagement skills with a wide variety of grades/positions. Is there a current incumbent organisation providing this service? No, the previous Contract expired for this requirement in December 2022. 2. Can you advise the number of resources likely to be required for this piece of work? Additional information regarding the anticipated resource need will be shared through the Statement of Work issued by the Authority at Stage 2 of this Competition. 3. The authority states that IR35 will apply but we have run the HMRC CEST tool using 3 different variants of the stated objectives etc and they have all come up as outside of IR35. Would the authority be prepared to review this upon award if the winning supplier takes responsibility? This will increase the quality of available resource immensely. The Authority are content with the IR35 that has been conducted and this will not be re-run.
