Rotherham Metropolitan Borough Council (RMBC) is looking to engage with the market for the re-design of the provision for Housing Related Support services. Housing Related Support Services are non-statutory services that support people experiencing homelessness or at risk of becoming homeless to live independently in the community, designed to complement the Council's offer to alleviate and prevent homelessness. RMBC aim to implement a single pathway of support for adults who struggle to live independently. The pathway will be supported by a Flexible Purchasing System where resource can be quickly accessed to meet needs, especially around complexity, from a group of procured providers. Providers procured onto the Flexible Purchasing system will be experienced and skilled service providers that are able to provide support and accommodation either on a block basis of multiple units or as individual packages of support. It is anticipated that there will be three lots within the pathway: • Short-term emergency accommodation-based support • Accommodation-based support • Floating Support (Resettlement or Prevention) The model will be focused on outcomes and will be informed by existing models of good practice. There will be an agreed overarching service specification, co-designed with the market. The Council wishes to work with the market to produce a model and specification that supports the pathway and the delivery of outcomes. The exact details of this contract are yet to be confirmed. The purpose of this notice is to inform all interested providers that a tender process is planned to take place and to invite prospective providers to be involved in the development of these services, through attendance at the market engagement event.
